BRIEF DESCRIPTION: The Port Authority of New York and New Jersey has deployed Kapsch TrafficCom USA (Kapsch) Supervisory Control and Data Acquisition (SCADA) system at George Washington Bridge, Bayonne Bridge and Goethals Bridge, and Intelligent Transportation Systems (ITS) at the Holland and Lincoln Tunnel, George Washington, Midtown Bus Terminal, and Bayonne Bridge and these systems will require continued maintenance and support services. Kapsch is the sole provider of the Dynamic Network Analysis and Control (DYNAC) software, which is the Port Authority’s Agency-wide Transportation Management Software’s (ATMS) platform to support ITS assets and the SCADA platform, which is used at George Washington Bridge, Bayonne Bridge and Goethals Bridge. To ensure compatibility and continued operability with existing systems, to reduce operation and maintenance costs, and to maintain single source maintenance responsibilities, it is necessary to continue to retain services from Kapsch. Firms who believe they can compete for this requirement are required to submit an email with a brief statement of their intent to compete. The statement and any other questions regarding this sole source should be directed to the Buyer Srividya Deshpande at sdeshpande@panynj.gov by February 20, 2026. The Port Authority does not guarantee that firms responding to this notice will be rendered a request to tender an offer for this procurement. In addition, the Port Authority does not guarantee that any solicitation will occur for this procurement, but reserves the right to solicit proposals.
