    1. Intent Uintah County Municipal Building Authority is soliciting Requests for Qualifications (RFQ) from qualified engineering firms with demonstrated experience in professional engineering, site design, structural engineering, civil engineering, and related services for building and site development projects. Firms must employ a Utah-licensed Professional Engineer. The purpose of this RFQ is to identify and select a firm capable of providing comprehensive engineering services for the duration of the project, from the development of engineered plans through construction completion. Uintah County Municipal Building Authority (MBA) reserves the right to reject any or all Statements of Qualifications 2. Submission Deadline and Opening Date Mandatory Pre-Submittal Meeting: All firms intending to submit a proposal must attend a mandatory on-site meeting at Vernal Memorial Park, 1750 South 500 East, Vernal, Utah, on December 17, 2025, at 2:00 p.m. Attendance at this meeting is required for a proposal to be considered. The purpose of the meeting is to review the project site, answer questions, and clarify the scope and Uintah MBA expectations. To receive consideration and responses to this RFQ, the County must receive the proposal no later than5:00 PM (Mountain Time) on January 9, 2026. Submission Method: Proposals must be mailed or hand-delivered in a sealed envelope clearly labeled: “Sealed Proposal – Professional Engineering for Cemetery Storage Building” Please ensure that the proposal is delivered to the following address: Uintah County-Clerk-Auditor 147 East Main Vernal, UT 84078 Proposals will be publicly opened during the Uintah County Municipal Building Authority Work Session onWednesday, January 14, 2026, in the Commission Conference Room, located at 152 East 100 North, Vernal, UT. This opening will confirm receipt only; no evaluation or review of cost or compensation will occur at this stage. 3. Project Scope Under the direction of the Uintah County Municipal Building Authority (MBA), the successful engineering firm will provide specified professional services for the design and development of a new approximately 9,000 sq. ft. (150 ft x60 ft) red-metal-style building at Vernal Memorial Park, located at 1750 South 500 East, directly south of the existing cemetery buildings (see Attachment A-Project Site Map) Services may include, but are not limited to: Coordination with Uintah County Municipal Building Authority (MBA) and the appointed Project Management Team throughout all phases of the project. Geotechnical investigation to support foundation and drainage design. Civil and site engineering, including surveying, grading, drainage, stormwater management, utility connections, and site access. Design development for the building, including plans for floor layout, HVAC, mechanical, plumbing, electrical, fire protection, and insulation in accordance with all applicable codes. Architectural services shall be included as needed, with the Engineer determining whether a licensed architect is required. Structural engineering for foundations and footings, to be completed after the metal building supplier is selected and final loads and anchor bolt requirements are provided. Structural design for the building superstructure is expected to be provided by the metal building manufacturer. Preparation of construction documents and specifications at the 30%, 60%, 90%, and final submittal stages, as well as construction-phase services, including review of the original RFI and all related modifications. Preparation of all documents necessary for bidding and technical assistance during the bidding process, with Uintah County Municipal Building Authority (MBA) administering the bid. The selected firm will work with the Uintah County Municipal Building Authority (MBA) to prepare the subsequent construction RFP and project specifications. As a result of this role, the selected firm and any affiliated entities will be ineligible to submit a proposal for the future construction RFP. Design preparation in a manner that allows the Uintah County Municipal Building Authority (MBA) the option to license the design for a future project. The selected firm shall provide comprehensive engineering services for the entire duration of the construction project, including all required oversight, support, and consultation following completion and delivery of the engineered plans. 4. Attachments Attachment A: Project Site Map. Attachment B: Request for Information (RFI) with modifications. 5. Evaluation of Submission 5.1 Mandatory Minimum Requirements The following are Mandatory Minimum Requirements that MUST be met or exceeded, and be specifically addressed or referenced in the submitted proposal to be eligible for consideration. If the following bullet points are not addressed, the offeror will be considered non-responsive and disqualified from the proposal evaluation. Mandatory Pre-Submittal Meeting Attendance at the on-site meeting on December 17, 2025, at 2:00 p.m., at Vernal Memorial Park, 1750 South 500 East, Vernal, Utah. Letter of Interest Must identify the Principal in Charge. Firm Information Firm name, office locations, primary office for the work, and firm age. Key Personnel Qualifications Education, training, and relevant experience of all key staff assigned. Minimum team requirements: Civil Engineer Geotechnical Engineer Structural Engineer MEP Engineers (mechanical, electrical, plumbing, HVAC) (as needed) Architect (as needed) Relevant Project Experience Summary of similar completed projects and involvement of key personnel. References Minimum of three (3) references with contact information (firm + key individuals). Communication Plan Description of how the firm will communicate with Uintah County Municipal Building Authority (MBA) officials. Onsite Response Commitment Written confirmation of ability to respond onsite within 2 hours during business hours. Scope Acknowledgment Confirmation that the firm can complete all required design, engineering, geotechnical, site, and construction document tasks. 5.2 Technical (subjective criteria) Each of the following bullet points will be evaluated and scored as technical criteria on a scale of 0 to 5, based on how thoroughly and effectively the proposal addresses each item. To receive full points, respondents must provide detailed and complete responses to every criterion. Please clearly identify/label each evaluation criterion below to ensure evaluators can quickly locate and assess the necessary information. Criteria Weight Evaluation Approach / Scoring Guidance Firm Information 15% The committee will consider the firm’s overall profile and years in operation. Higher scores will be given to firms that appear well-established and demonstrate relevant experience suited to the project context. Qualifications of Key Personnel 25% The evaluation committee will assess the education, training, and relevant experience of key personnel, with higher scores given to teams with proven experience in similar civil, structural, architectural, and MEP projects. Required key staff include a Civil Engineer, Geotechnical Engineer, Structural Engineer, MEP Engineers, and an Architect (as needed). Relevant Project Experience 25% The committee will assess the firm’s past projects for similarity in size, complexity, and technical requirements, as well as the level of involvement of the proposed key personnel. Higher scores will be given to recent projects with successful outcomes that clearly demonstrate relevance to this project. References 20% The committee will review a minimum of three references for the firm and key personnel. Evaluation will consider the quality of information provided and any follow-up feedback from contacts. Higher scores will be awarded to firms whose references indicate strong performance, reliability, and technical competence. Communication Plan 15% The committee will evaluate the clarity, detail, and practicality of the firm’s proposed communication methods, including responsiveness, reporting frequency, and stakeholder engagement. Higher scores will be awarded for proactive, well-structured plans that ensure timely updates and effective coordination throughout the project. The submissions of all respondents will be compared and evaluated against the evaluation criteria outlined in this RFQ, and a single respondent may be selected for a professional services contract, awarded separately from this RFQ. This RFQ does not commit the Uintah County Municipal Building Authority (MBA) to select any respondent, award any work order, pay any costs incurred in preparing a response, or procure a contract for any services or supplies. 6. Award All submissions must comply with the terms and conditions outlined in this RFQ. The purpose of this RFQ is to identify and evaluate the most qualified firms; it does not constitute a contract or guarantee of award, and the Uintah County Municipal Building Authority (MBA) cannot award a contract based solely on this RFQ. Firms will be scored based on their submissions, and the Uintah County Municipal Building Authority (MBA) may, at its discretion, request interviews or presentations to clarify responses or ask questions arising from the evaluation. No new information may be introduced during these presentations, which are not guaranteed. The outcome of this RFQ will be used to determine the top-ranked, most qualified firms, which may then be invited to participate in a subsequent procurement phase. This next phase may include a formal RFP, or the Uintah County Municipal Building Authority (MBA) may proceed directly to entering into a professional services contract in accordance with the Uintah County Municipal Building Authority (MBA) Procurement Procedures. Professional services are defined as the services of an individual who possesses a high degree of professional skill, where the ability or fitness of the individual plays an important part. 7. Terms and Conditions of the RFQ Disclosure. The Request for Qualifications (RFQ) is used to solicit information about the qualifications of a person/firm interested in responding to a potential procurement. The Purchasing Agent may issue a subsequent Request for Proposal (RFP), or the procurement process may be completed through the professional services provision outlined in the Uintah County Municipal Building Authority’s purchasing procedures. Upon award of any contract, all proposals accepted by the Uintah County Municipal Building Authority (MBA) shall become a matter of public record and shall be regarded as public, except those elements of each proposal that the Contractor identifies as business or trade secrets and plainly marked as “trade secret,” “confidential,” or “proprietary.” Each element of a proposal that the Contractor desires not to be considered a public record must be clearly marked. Any blanket statement (i.e., regarding entire pages, documents, or other non-specific designations) shall not be sufficient and shall not bind the Uintah County Municipal Building Authority (MBA) in any way whatsoever. Suppose disclosure is required under the Utah Government Records Access Management Act (“GRAMA”) or otherwise by law (despite the Contractor’s request for confidentiality). In that case, the Contractor shall not be liable or responsible for disclosing any such records or part thereof. Failure to Agree. If the Uintah County Municipal Building Authority (MBA) and the selected Contractor cannot agree on a satisfactory agreement, the Uintah County Municipal Building Authority (MBA) reserves the right to terminate negotiations. The Uintah County Municipal Building Authority (MBA) may then negotiate an agreement with another RFQ applicant, or the Uintah County Municipal Building Authority (MBA) may submit another request for proposals. Right to Reject. The Uintah County Municipal Building Authority (MBA), reserves the right to reject any and all proposals. In addition, the Uintah County Municipal Building Authority (MBA), will not reimburse costs associated with the preparation or presentation of the proposals. 8.
