The City of Newport News (the “City”) is seeking proposals from qualified firms (the “Offeror” or “Consultant”) to furnish the goods and/or services described herein and proposals will be received via the City’s e-Procurement Portal, OpenGov Procurement (https://secure.procurenow.com/portal/nnva), to be received no later than Friday, June 26, 2026 at 5:00 pm (local prevailing time).
The purpose of this Request for Proposals (RFP) is to establish a Contract with one or two qualified Consultants for the provision of structural inspection services in respect of bridges, piers and culverts for which the City has maintenance responsibility. Inspections and reporting shall be in accordance with current regulations and requirements of the Virginia Department of Transportation (VDOT) and the National Bridge Inspection Standards (NBIS).
Notice: The City, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 US.C.§§ 2000d to 2000d-4) and the Regulations, hereby notifies all Offerors that it will affirmatively ensure that any contract entered into pursuant to this solicitation/advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit proposals in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
New and existing bridges, piers and culverts that are installed within City limits and maintained by the City are required to be inspected and reported to the Federal Highway Administration (FHWA) and the Virginia Department of Transportation (VDOT).
This also includes the availability of key personnel to visit project sites to perform inspections as necessary. The City desires a firm with the capability to deploy key project personnel to visit project sites promptly, upon request by the City.
