    The Aviation Authority is seeking to engage a qualified Program Management and Construction Management Services Consultant (PMCM Consultant) to be responsible for management and oversight of the Airside 2 Wing Expansion Program.

    The Aviation Authority is seeking a national leader with extensive experience and technical expertise in the management and oversight of comparable aviation capital programs to lead the delivery of the Airside 2 Wing Expansion, within the approved schedules and budgets, at the quality expected of a world-class airport facility.

    The PMCM Consultant will be responsible for comprehensive design and construction program management of assigned programs and projects, proactively identifying and resolving issues that could impact operations, schedules, budgets and other risks, as well as advising on best practices and keeping the Aviation Authority informed of all potential issues and solutions.

      The contractor shall maintain a copy of such affidavit for the duration of the contract. Failure to comply will lead to termination of resulting contract, or if a subcontractor knowingly violates the statute, the subcontract must be terminated immediately. Any challenge to termination under this provision must be filed in the Circuit Court of Orange County, Florida no later than 20 calendar days after the date of termination. If the resulting contract is terminated for a violation of the statute by the Contractor, the Contractor may not be awarded a public contract for a period of 1 year after the date of termination.

      The proposed PMCM team must demonstrate a strategic, collaborative, and cost-effective approach to execute the scope of services along with the ability to integrate with the Aviation Authority’s integrated program delivery team.

      PMCM key personnel must have experience in specialized practices and limitations associated with airport projects similar in scope, size, and complexity, using alternative delivery methods including Construction Manager at Risk (CMAR), and preferred modular, prefabricated and off-site construction strategies.

      Include, at a minimum, proposed personnel for the following positions, which should have experience with aviation and transportation programs. Titles for positions may vary and positions may be combined or structured differently, based upon the Proposer’s best practices.

      a. Senior Project Manager – full-time, on-site position with capital program management experience in similar program role. The proposed individual should have a successful track record in risk management, conflict resolution, public presentations, have a positive attitude and a propensity for collaborative teamwork in a fast-paced environment. Responsible for management, oversight and coordination of all assignments and acts as the primary point of contact with the Aviation Authority and ensures sufficient numbers of qualified personnel are assigned to the program and projects. Experience with negotiating GMPs with sophisticated contractors and managing compliance with federal grant rules and guidelines is highly important. 

      b. Design Manager – full-time, on-site position, responsible for the successful delivery of all design phase activities, design budget, scope definition, construction delivery support and field engineering from inception through turnover to operations, for a wide range of project delivery methods. The proposed individual should have experience preparing and negotiating design fees, evaluating construction change requests, developing a program design schedule and design delivery plan and resolution of conflicts.  The proposed individual should be experienced in interpreting and reviewing the design documents and coordination with a variety of stakeholders including federal, state and local agencies, and understanding LEED certification requirements, as well as the Florida Department of Transportation and federal grant rules and guidelines.  Extensive field engineering experience and experience in operational readiness planning and implementation is preferred.

      c. Senior Construction Manager – full-time, on-site position, with extensive field experience overseeing construction management activities to deliver projects on time, within budget, and in compliance with quality and safety standards.
