Scope of Work

The City of Miami Gardens is developing a state-of-the-art Performing Arts Center, the Miami Gardens Performing Arts Center (“MGPAC”), is slated to be a premier public venue designed to serve as a regional destination for arts, entertainment, education, culinary experiences, and community engagement. The City is committed to maximizing the use of the facility by providing diverse programming, educational opportunities, cultural enrichment, and economic development initiatives that enhance the quality of life for residents and visitors. The City is seeking innovative, experienced, and qualified proposers to partner with the City in programming, managing, operating, and enhancing various components of the MGPAC through this Invitation to Negotiate (ITN). Recognizing that specialized expertise may differ across operational areas, the City has structured this solicitation to allow Proposers to submit qualifications and proposals for one, multiple, or all of the operational components identified herein.

The City reserves the right to negotiate separately with one or more responsive Proposers and may award one or multiple contracts based upon the evaluation of qualifications, proposed operating approach, demonstrated experience, financial capability, and the overall best interests of the City. Proposers may submit a proposal for one option, any combination of options, or all four options. Firms proposing multiple options shall clearly identify their qualifications, staffing, operational approach, and financial plan for each option submitted. The City reserves the right to negotiate the scope of services and make awards by individual option, combinations of options, or as a comprehensive operational solution, whichever is determined to be in the best interest of the City.
