    Description

    The County of Orange (“County”) is soliciting Statement of Qualifications (“SOQ”) from qualified firms (“Respondents”) to provide design and construction services for Progressive Design Build for New Emergency Operation Center. Statements of Qualifications are due before 2:00 pm on Thursday, July 30, 2026. Selected Respondents will be invited to participate in the next step of this solicitation process.

    All questions regarding this RFQ must be submitted via the County's OpenGov Procurement portal and received no later than the due date for questions indicated in the Proposed Time Schedule. Questions received after the due date or submitted in any manner other than through the County's OpenGov Procurement portal will not be considered. Responses to submitted questions will be provided by the County to all accounts following this project on OpenGov Procurement and may accompany a formal addendum to the RFQ. Verbal clarifications or responses will not be considered binding.

    The existing Orange County Emergency Operations Center is located at Loma Ridge, housed in an older facility that no longer meets modern performance, resiliency, or operational requirements. To improve emergency preparedness and ensure continuity of operations during disasters, the County is relocating EOC functions to the OCSD facility at 1382 Bell Avenue in Tustin, which underwent seismic upgrades in 2022.

      • A visual organization chart that indicates how the Progressive Design-Build Entity will be structured.

      Progressive Design-build requires designing to a target budget and target date while still complying with all Project criteria, obtaining regulatory approvals, and building permits.

      • Describe techniques General Contractor has employed for specific projects to ensure that design services, construction workers, subcontractors, materials and labor are available to meet the design-build construction schedule.       • Provide past project examples/case studies of how project construction was managed to adhere to cost and schedule targets.
      • Project Specific Requirements - This Project will include construction on an urban site adjacent to existing buildings. Describe any project experience your team members have had with these construction conditions.

    • Project Work Plan Approach and Management - Proposed Schedule (50 pts)

      Provide a schedule that is based on your firm’s delivery strategy. Assume 3 months for board approval between Notice of Apparent Successful Proposer and Phase 1 Contract NTP and assume 3 months for board approval of the Phase 2 GMP which can be concurrent with other Phase 1 activities. Schedules will be scored based on logic, practicality of durations, thoughtful sequencing of trades, crews, & activities, and inclusion of activities that demonstrate understanding of the Progressive Design-Build delivery method and the County’s permitting and approval process.

    • Project Work Plan Approach and Management - Progressive Design-Build Experience and Partnering (50 pts)

      This is one of the pilot projects for the County using the Progressive Design-Build Delivery method. The County is looking for a team to partner with that has extensive experience in Progressive Design-Build to ensure the initial implementation is successful, to be accommodating to evolution and development of the documents and processes utilized through the project, and to provide candid constructive feedback on improvements to the documents and processes to help develop the pilot documents into a more polished set of standard documents intended to be used for future projects.

      • Provide information that demonstrates the PDBE’s deep understanding and experience leveraging the Progressive Design-Build delivery method. 
      • Provide examples of how the PDBE will partner with the County to ensure the pilot documents enable successful project outcomes.
      • Provide a statement of commitment to the County that the PDBE will participate in serving as an active partner in this initiative and that the PDBE will not take advantage of pilot circumstances by attempting to exploit any “loopholes” or inconsistencies in the documents to justify financial compensation or delays. Any material clarifications on the delivery documents shall be requested in writing during the shortlist Q&A phase.
    • Project Work Plan Approach and Management - Quality (25 pts)

      Enclose the firm’s quality plan and a project specific quality plan from a previous project in the appendix. Plans will be scored based on the comprehensiveness of a firms approach to quality control and assurance and the practicality of implementation oof the plan as opposed to a unrealistic plan that “exists,” but is not utilized by the field staff.

    • SOQ Organization/Completeness of Response (10 pts)

      SOQ’s shall address all required information and shall be presented in a clear and concise fashion.

    • Compliance with County Model Contract (15 pts)

      *Note:  Respondents submitting exceptions to the County Model Contract of this RFQ, will receive a score of “0” for this criterion.

    • Presentation/Interview Scoring Format: 400 points maximum (400 pts)

      County reserves the right to conduct, or to not conduct, oral interviews and/or presentations with the highest-scored Respondent(s). The decision whether to conduct oral interviews/presentations rests solely with County and the decision of the DPA is final. Respondents shall be ready to attend interview within five (5) calendar days of notification. Any inquiry to determine the responsibility of a Respondent to this RFQ may be conducted. Respondent agrees that the submission of a Response is permission by Respondent for County to verify all information contained therein. If County believes it necessary, additional information may be requested from Respondent. The County may also send written questions and ask for written responses within five (5) business days. Failure to comply with any such request may disqualify a Respondent from further consideration. Respondents must be prepared to discuss all aspects of their Response in detail, including technical questions. Respondents will not be allowed to alter or amend their Response through the use of the presentation process.

      NOTE: If interview/presentations are not conducted, the Written Response shall account for the total points of the scoring.

    Submission Requirements

    • PART 1: COMPLIANCE STATEMENTS

      Responses to questions of this Part will not count against the page limit.

    • Cover Letter/Executive Summary (required)

      All Responses must be accompanied by a cover letter of introduction and executive summary of the Response. The cover letter must be signed by person(s) with authority to bind the Respondent.

      If the Respondent is a corporation, two (2) signatures are required: one (1) signature by the Chairman of the Board, the President or any Vice President; and one (1) signature by the Secretary, any Assistant Secretary, the Chief Financial Officer or any Assistant Treasurer. The signature of one person alone is sufficient to bind a corporation, as long as he or she holds corporate offices in each of the two categories described above. For County purposes, proof of such dual office holding will be satisfied by having the individual sign the instrument twice, each time indicating his or her office that qualifies under the above-described provision. In the alternative, a single corporate signature is acceptable when accompanied by a corporate resolution demonstrating the legal authority of the signatory to bind the corporation.

      An unsigned or improperly signed Response submission is grounds for rejection of the Response and disqualification from further participation in this solicitation process. All Responses shall include this Cover Page with appropriate signatures as required.

    • Validity of Response (required)

      The County requires that all response be valid for at least three hundred sixty-five (365) calendar days. Submissions not valid for at least three hundred sixty-five (365) days will be considered nonresponsive. The Respondent shall state the length of time for which the submitted response shall remain valid below:

      The County assumes no responsibility for any understanding or representation made by any of its officers, employees or agents during or prior to the execution of any Contract resulting from this solicitation unless:

      Representations made but not expressly stated and for which liability is not expressly assumed by the County in the Contract shall be deemed only for the information of the Respondent.
