    Description

    Valley Metro Rail, Inc., ("Valley Metro") intends to execute a multi-year sole source contract with the contractor who must possess a minimum of ten (10) years experience with rail body repair, including fiberglass mold fabrications; meets the response time of less than 24 hours with a place of business located within a 75-mile radius from its Operations and Maintenance Center ("OMC"), and performs the work onsite at the OMC facility. Valley Metro's OMC is located at 605 S 48th Street, Phoenix, AZ 85034.

    Valley Metro operates a fleet of 48 Kinkisharyo light rail vehicles ("LRVs"), 25 Siemens S700 vehicles (with an additional 4 on order), and 6 Brookville Liberty NXT streetcars in operation on the city streets, where body damage occurs intermittently. Valley Metro requires an experienced body repair contractor to perform repairs to the LRVs and streetcars at our Phoenix location.

      Any vendor, organization, or person having information that may refute the determination that the goods or services being procured are a sole source must respond on the Valley Metro E-Procurement Website. Once you have completed account registration, browse back to this page, click on "Submit Response", and follow the instructions to submit a response that refutes the determination that the goods or services being procured are a sole source. Questions regarding this procurement action may be submitted via Valley Metro’s E-Procurement Website, https://procurement.opengov.com/portal/valleymetro. Questions will be answered through the E-Procurement Website and are due no less than seven (7) calendar days prior to the specified due date and time.

    • Scope of Work or Project Details
      1. Contractor must have at least 10 years of previous experience in the repair of paint, body, and frame/structural components of LRVs and streetcars of similar size and construction that were manufactured using like materials and processes. The LRVs and streetcars are made of a metal exoskeleton frame covered with fiberglass resin panels ("FRP"). 
      2. Contractor shall furnish all labor, supervision, equipment, tools (Valley Metro will provide access to specialty tools; the contractor shall get Valley Metro authorization prior to using them), paint products, coatings, consumables, and incidental materials necessary to perform professional body repair, surface preparation, frame/structural repairs, painting, refinishing, and color matching of Valley Metro LRVs and streetcars.
      3. Valley Metro will provide a body shop work area and a paint booth at the OMC, as well as hydraulic rams for frame/structural straightening.
      4. Any forms or molds required for the repair of body components will be provided by and at the expense of the Contractor, with these forms or molds remaining as property of the Contractor.
      5. All products, including paint, shall be new, unused, and of commercial quality suitable for transit vehicle applications. Substitute products shall not be used without prior written approval from Valley Metro.
