    Evaluation Criteria

    • Portfolio Proposal (20 pts)

      Evaluates previous experience with public works projects, projects of similar scale and scope, and present reference contacts for those projects. Provide five (5) relevant projects completed within the past seven (7) years.

    • Management Proposal (30 pts)

      Evaluates experience, skill set, and capabilities of management team.  How well do credentials align with the end goals and desired outcomes for the Agency?

    • Subcontractor Proposal (10 pts)

      Evaluates experience and qualifications of key Subcontractors.  How well do credentials align with the end goals and desired outcomes for the Agency?

    • Cost/Price Proposal (40 pts)

      In this section cost is evaluated objectively.  Meaning that cost is considered separate to the subjective parameters.  Ideally cost need not be scored by the evaluation committee members, but rather by the buyer or an admin.  The proposal with the lowest cost receives the maximum points allowed.  All other proposals receive a percentage of the points available based on their cost relationship to the lowest cost proposal.  This is automatically determined by the software by selecting the “Reward Low Cost” on the Scoring Method drop down to the right.

    • Interview (10 pts)

      Once a highest score has been determined from the prior phases, an interview may be request of the top firms (3 to 5) or “short list” to determine the winner and set the stage for a Best and Final Offer (BAFO), negotiation and/or award.

    • General Requirements (100 pts)
      • Evidence of authority to conduct business in the State of Texas.
      • Financial data consisting of audited financial statements for the last five (5) years.
      • Qualifications, experience, and availability of Project Manager and Superintendent must be included.
      • Preliminary project schedule with anticipated start date for this Project.

      The contractor shall show that he has experience with similar projects that require working in confined areas in close proximity to many physical features (fences, utility poles, guy lines, gas lines and meters, sewer manholes and cleanouts etc.) which requires the contractor to plan work efforts and equipment needs with these limitations in mind. The contractor shall submit a list of Public Works Projects successfully completed within the last five (5) years. This list shall include the names of supervisors and type of equipment used to perform this work.

      The Town of Northlake, as a governmental agency of the State of Texas, may not award a contract for general construction, improvements, services or public works projects or purchases of supplies, materials, or equipment to a non-resident bidder unless the non-resident's bid is lower than the lowest bid submitted by a responsible Texas resident bidder by the same amount that a Texas resident bidder would be required to underbid a non-resident bidder to obtain a comparable contract in the state in which the non-resident's principal place of business is located (Article 601g v.t.c.s.). Bidder shall answer all the following questions by encircling the appropriate response or completing the blank provided.
