    • SPECIFICATIONS/SCOPE OF WORK
      1. Purpose

The purpose of these two (2) misting fans is to provide temperature control within enclosed or tented spaces during planned events, unplanned outages, and disaster operations. These units supplement our existing fleet of two (2) fans and will expand our capability to support simultaneous operations at large sites or separate locations. The additional units enhance our ability to provide heat mitigation for shelters, responder rehabilitation areas, and public cooling sites.

      1. Intended Use

In normal operations, these units can provide temporary cooling for work areas that have lost air conditioning. At planned events, they may be used inside cooling tents or shaded areas for public comfort.

During disaster operations, the units can support temperature reduction inside evacuation shelters before landfall, assist with cooling if A/C systems fail during an event, and provide post-storm cooling sites for the public. The units would be expected to reduce air temperature in spaces up to a minimum 3,000 square feet.

      1. Operational Requirements

These misting coolers need to be mobile and be repositioned as needed. They must be able to use standard 110V/15A electrical circuit and water supplied through the onboard tank (or an external supply if available). Units must be capable of being transported in rough terrain, operate in indoor spaces, tented spaces, or shaded outdoor areas effectively.

      1. Justification

By adding these two units to our existing inventory of two, Emergency Management will increase its capability to provide cooling support at multiple shelters, responder sites, or community cooling locations. After major incidents, numerous areas may require heat mitigation, and these units will enhance our ability to protect residents and responders during high-heat conditions.

      1. Deployment and Storage

These units will be maintained and stored by Emergency Management at the Emergency Services Center and deployed by internal staff or personnel working under Emergency Management. Other departments, divisions, or public safety partners may request use of the units when operationally appropriate. If a unit is assigned outside the department, it will be issued via hand receipt, tracked by asset or serial number, and included in quarterly inventory checks.
