MASTER BID PROPOSAL FOR MAINTENANCE MATERIALS AND SERIVICES FOR PROJECTS IN 2026 Note: The Contractor is responsible for reading the contents of the specifications, special provisions, plans and drawings.NOTICE TO CONTRACTORS AND MATERIAL SUPPLIERS Sealed bids will be accepted by Summit County for the purchase of the following materials: 1) 0 to 4,000 Tons, Untreated Base Course (3/4" or 1" max.), F.O.B. the selected bidder’s plant. 2) 0 to 10,000 Tons, HMA (Hot Mix Asphalt) (½" max), F.O.B. the selected bidder’s plant. 3) 0 to 25 Tons, Tack Coat, F.O.B. the selected bidder’s plant. 4) 0 to 500 Tons, Chip Seal Coat Asphalt Emulsion (LMCRS-2) 5) 0 to 100 Tons, Bituminous Flush Coat (CSS-1, 50% Dilution) 6) 0 to 1500 Tons, Chip Seal Coat Cover Lightweight Material Type ‘A’** and the purchase and installation of the following materials and services: 1) 0 to 800 Tons, Soil Stabilization Solution (Magnesium Chloride Solution), Installed on Various County Roads 2) 0 to 7,500 Gallons, Pavement Marking Paint, Installed on Various County Roads*** 3) 0 to 900 Gal. Pavement Message Paint, Installed on Various County Roads*** 4) 0 to 120 Hours, Chip Seal Distributer Charge (LMCRS-2 & CSS-1) 5) 0 to 5000 Feet, Beam Guardrail (Upgrade, Repair, Remove and Replace) 6) 0 to 15 Each, Crash Cushions, Type G w/Marker Posts and Object Marker Sheeting and Hardware (Repair, Remove and Replace) 7) 0 to 15 Each, Crash Cushions, Type H w/Marker Posts and Object Marker Sheeting and Hardware (Repair, Remove and Replace) **The entire ordered quantity of Chip Seal Cover Material must be produced and ready for delivery by May 1st, 2026. Liquidated Damages will be enforced at $200 per day the ordered chip cover material is not ready for delivery. ***Pavement Marking Paint and Pavement Message Paint shown in the Pavement Marking Paint Summaries must be completed by June 15th, 2026. Pavement Marking Paint and Pavement Message Paint shown in the Pavement Marking Paint Summaries as late completion items must be completed by September 15th, 2026. Liquidated Damages will be enforced at $200 per day the painting is not complete. Summit County Public Works will, from time to time take samples of the materials supplied to be tested for compliance with the standards. Summit County reserves the right to implement the price adjustment provisions of the Specification if the materials supplied do not meet the acceptance criteria of the specification. Materials Bid items which are weighed will be evaluated and awarded based on the lowest price per ton submitted by the bidders, and a transportation cost to and from the bidder’s plant as determined by Summit County Public Works Director. Summit County may select more than one material supplier of weighed bid items in order to more economically complete various projects based on their locations. The Summit County Manager shall determine the award based on the best interest of Summit County. Bids must be sealed in an envelope addressed to the Public Works Supervisor and labeled “Bid for Maintenance Materials and Services 2026”. Bids submitted by mail shall be placed in a second envelope addressed to the Public Works Deputy Director, 1755 South Hoytsville Road, Wanship, Utah 84017. 1 Bids will be received until 2:00 p.m. on Tuesday February 24, 2026 at the office of the Summit County Public Works, 1755 South Hoytsville Road, Wanship, Utah 84017 and at that time publicly opened and read aloud. Summit County reserves the right to reject any or all bids, or to waive any formality which is in the best interest of Summit County.
