A. OCWR is responsible for managing the County’s solid waste disposal system which includes North Region, Central Region and South Region Landfills. OCWR operates one of the nation’s premier solid waste disposal systems, providing this essential public service to residents and businesses in 34 cities and unincorporated areas. The three active landfills are among the largest statewide, receiving more than four million tons of solid waste annually. The active landfills include Olinda Alpha (Olinda) Landfill, Frank R. Bowerman (FRB) Landfill and Prima Deshecha (Prima) Landfill. The Olinda Landfill was opened in 1960, the FRB Landfill was opened in 1990, and the Prima Landfill was opened in 1976 to meet the solid waste disposal needs of Orange County.
B. North Region Landfills consist of the active Olinda Landfill and ten closed solid waste disposal sites. The Olinda Landfill was opened in 1960 to meet the solid waste disposal needs of the northern portion of Orange County. Olinda is currently permitted as a Class III waste disposal site. It was originally permitted as two separate Class III disposal facilities. The facilities were located in two canyons separated by a center ridge. Operations initially began in 1960 in Olinda Canyon. Disposal operations in Olinda Alpha Canyon began in 1981. The center ridge was excavated in the late 1990’s and the two canyons were merged into a single disposal site. The site comprises approximately 565 acres, of which 453 acres is used for disposal area. The remaining acreage serves as a buffer zone. It is permitted for 8,000 tons per day (TPD) maximum for 271 days/year and 10,000 TPD maximum for 36 days/year. The landfill is the eleventh largest landfill in the United States (as of March 2020) and has enough projected capacity to serve residents and businesses until approximately 2036. Closed landfill sites include La Habra in the City of La Habra, La Veta in the City of Orange, Longsdon Pit in the City of Garden Grove, Reeve Pit in the City of Orange, Sparkes Pit in the City of Anaheim, Villa Park in the City of Orange and Yorba in the City of Orange.
C. Central Region Landfills consist of the active FRB Landfill and five closed solid waste disposal sites. The FRB Landfill is a state-of-the-art, Class III, municipal solid waste landfill. Opened in 1990 near Irvine, California, it is one of the largest landfills in the state and the sixth largest in the U.S (as of March 2020). The property spans approximately 725 acres of Irvine hillside with 534 acres allocated for waste disposal. It is permitted for 11,500 TPD maximum with an 8,500 TPD annual average. The landfill has projected capacity to serve residents and businesses until approximately 2053.
D. South Region Landfills consist of the active Prima Landfill and five closed solid waste disposal sites. Opened in 1976, the Prima Landfill features 1,530 total acres, with 697 acres for waste disposal. It is permitted for 4,000 TPD maximum. The Prima Landfill has a projected capacity to serve residents and businesses until approximately 2102.

This section of the Statement of Qualifications (SOQ) shall demonstrate the Respondent’s ability to satisfactorily perform the required services. Evaluation will be based on the Respondent’s experience performing similar work, demonstrated technical competence, team strength and stability, staffing capacity, current workload, record of meeting project schedules, and client references.
Respondents shall clearly demonstrate how the minimum qualifications and requirements identified in Attachment A (Scope of Services for Landfill Services) have been satisfied.
Respondent shall provide the following:
1) A brief firm profile, including
2) Description of staff and technical capabilities, including the types of services the Respondent is qualified to perform and any areas of specialized expertise.
3) Description of the Respondent’s experience performing work of a similar nature to the services described in this RFQ.
4) Description of the Respondent’s availability and capacity to perform the requested services, including experience working with governmental agencies in California.
B. Relevant Project Experience
Respondent shall provide at least five (5) completed project examples demonstrating qualifications and experience relevant to the services described in Attachment A (Scope of Services).
• Limit each project example to one (1) page.
• No more than two (2) project examples may be for work performed for the County of Orange.
• If the discipline includes sub-disciplines, include project examples demonstrating experience in each applicable sub-discipline.
Each project example shall include, at a minimum:
• Identification of key firm personnel involved (as referenced in Attachment C of the Model Contract).
• Project scope, size, cost, key elements, and any unique or complex features.
• Description of the project’s relevance to the services requested in this RFQ.
A. Staffing Plan and Key Personnel
Respondent shall complete the Staffing Plan (Vendor Responses) and provide the following:
1) Key Personnel
a) Names and titles of key staff proposed to perform the services
b) Roles and responsibilities for each individual
c) Years of relevant experience and length of employment with the firm
d) Current resumes for each proposed individual
e) Applicable professional licenses and certifications (include proof of current license registration; proof of license will not count toward the maximum page limit)
2) Staffing Approach
a) Description of the proposed staffing structure and team organization
b) Identification of disciplines and how staff will be utilized to support the required services
B. Subconsultants (if applicable)
Respondent shall identify all proposed subcontractors/subconsultants and provide the following:
1) Company name, address, and contact information
2) Assigned role and project function
3) Names and titles of key personnel
4) Resumes highlighting technical expertise and relevant project experience (including similar projects)
5) Roles and responsibilities for each individual
6) Applicable licenses and certifications
7) Information provided shall be sufficient to demonstrate that the Respondent has the staffing capacity and technical expertise necessary to perform the required services.
C.
For each example project provided for Criteria 1, list all key staff proposed for this contract who worked on said projects, and describe those specific duties performed by each key staff member and their percentage of the firm’s labor hours charged to that project. Provide the same for any example projects included as part of each key staff member’s qualifications.
This section of the Statement of Qualifications (SOQ) shall demonstrate the Respondent’s capacity and availability of experienced personnel and resources to perform current and anticipated services for the County.
Respondents shall include, at a minimum:
1) A statement confirming the Respondent’s commitment and availability to perform the requested services
2) Description of the proposed approach and methodology for performing and completing services
3) Identification of available staff and resource allocation to support the services
4) Description of the Respondent’s ability to manage workload and meet schedule requirements
5) Any additional strategies or solutions to effectively deliver the services described in Attachment A (Scope of Work)

Respondents submitting exceptions to the County Model Contract listed in Section III of this RFQ, will receive a score of “0” for these criteria.
The cover letter must be signed by person(s) with authority to bind the Respondent. If the Respondent is a corporation, two (2) signatures are required: one (1) signature by the Chairman of the Board, the President or any Vice President; and one (1) signature by the Secretary, any Assistant Secretary, the Chief Financial Officer or any Assistant Treasurer. The signature of one person alone is sufficient to bind a corporation, as long as he or she holds corporate offices in each of the two categories described above. For County purposes, proof of such dual office holding will be satisfied by having the individual sign the instrument twice, each time indicating his or her office that qualifies under the above described provision. In the alternative, a single corporate signature is acceptable when accompanied by a corporate resolution demonstrating the legal authority of the signatory to bind the corporation.

Contractor is required to provide a Safety Data Sheet (SDS) compliant with California Code of Regulations, Title 8, Section 5194, for each hazardous substance that is provided, used or created as part of the goods or services provided by Contractor to County. The SDS for each substance must be sent to either the County Project Manager, as specified in the “Notices” provision of this Contract, or to the place of shipment or provision of goods/services.
Contractor shall comply with County’s Safety and Loss Prevention Policy and Procedure #306 (“Contractor Safety Responsibilities”) and submit a copy of its Injury and Illness Prevention Program (IIPP) and Contractor Safety-Activity Checklist to the designated County Procurement staff as part of the solicitation and contract process. Contractor will notify County Project Manager of any revisions to the Safety-Activity Checklist and will provide a new Safety-Activity Checklist upon County request. The IIPP shall comply with California Code of Regulations, Title 8, Section 1509 or 3203 (whichever applies). Contractor shall submit other safety programs that pertain to the type of job that will be performed on site. County reserves the right to conduct inspections and audits as necessary for the purpose of evaluating any aspect of safety performance under this Contract.
