      1. Project Overview

      The City seeks qualified vendors or contractors to furnish and install a complete replacement greenhouse environmental control system. The new system shall provide automated monitoring and control of greenhouse climate conditions to support reliable plant production, energy efficiency, operational resilience, and ease of maintenance.

      The work shall include removal or decommissioning of obsolete control components, installation of new control hardware and software, integration with existing greenhouse equipment where applicable, system programming, calibration, commissioning, user training, documentation, and warranty support.

       

      2. Scope of Work

      The contractor shall provide all labor, materials, equipment, tools, programming, configuration, testing, and services necessary for a complete and operational greenhouse environmental control system.

      Work shall include, but not be limited to:

      • Existing system assessment and field verification.
      • Replacement of environmental control panels, controllers, sensors, relays, and related components.
      • Integration with existing greenhouse equipment, including as applicable:
      • Heating systems.
      • Exhaust fans.
      • Circulation fans.
      • Motorized vents.
      • Roll-up sides.
      • Evaporative cooling systems.
      • Shade curtains.
      • Lighting systems.
      • Irrigation or misting systems.
      • CO₂ control equipment.
      • Installation of temperature, humidity, light, CO₂, and other environmental sensors as required.
      • Programming of control sequences.
      • Alarm configuration and notification setup.
      • Remote monitoring access.
      • System startup, testing, and commissioning.
      • Owner training.
      • Delivery of as-built documentation and operation manuals.

       

      2.1. Current System

      The current system installed at the Phillips Park greenhouse is the Wadsworth VC 2000 control system.

       

      3. System Requirements

      3.1 General Requirements

      The replacement system shall:

      • Be a commercial-grade greenhouse environmental control system.
      • Be designed for continuous operation in humid greenhouse environments.
      • Provide centralized automated control of greenhouse environmental conditions.
      • Include a user-friendly local interface and remote access capability.
      • Support future expansion of control zones, sensors, and equipment.
      • Use components suitable for the installed environment, including temperature, humidity, dust, and moisture exposure.
      • Include surge protection and appropriate electrical safeguards.
      • Be compatible with existing greenhouse mechanical and electrical equipment unless otherwise noted.

       

      3.2 Control Zones

      The system shall support multiple independent control zones. Each zone shall allow separate environmental setpoints, schedules, equipment assignments, and alarm thresholds.

      At minimum, each controlled zone shall support:

      • Day and night temperature setpoints.
      • Heating stages.
      • Cooling stages.
      • Ventilation stages.
      • Humidity control.
      • Light-based controls.
      • Equipment lockouts and overrides.
      • Alarm limits.

       

      4. Environmental Monitoring

      The system shall monitor, at minimum:

      • Air temperature.
      • Relative humidity.
      • Light level or solar radiation.
      • CO₂ concentration, if applicable.
      • Outdoor temperature.
      • Wind speed and direction, if vents or curtains are wind-sensitive.
      • Rain detection, if roof vents are present.
      • Equipment status or failure signals where available.

      Sensors shall be accurate, durable, and designed for greenhouse use. Sensors shall be installed in representative locations and protected from direct water spray, mechanical damage, and artificial heat sources.

       

      5. Control Functions

      The system shall provide automated control of the following functions, where existing equipment is present:

       

      5.1 Heating Control

      • Control one or more heating stages per zone.
      • Provide adjustable day/night temperature setpoints.
      • Include deadband settings to prevent short cycling.
      • Allow staged heating based on temperature demand.
      • Provide high-temperature lockout where appropriate.

       

      5.2 Cooling and Ventilation Control

        • Control exhaust fans, intake shutters, roof vents, side vents, or roll-up sides.
        • Provide staged cooling based on temperature and environmental conditions.
        • Include wind, rain, and temperature lockouts for vents where applicable.
        • Support minimum ventilation settings.
        • Prevent simultaneous heating and cooling except where specifically required.

       

      5.3 Humidity Control

        • Monitor relative humidity.
        • Provide humidity-based ventilation or dehumidification control.
        • Include adjustable humidity thresholds.
        • Allow separate day and night humidity parameters.

       

      5.4 Shade and Curtain Control

      If shade curtains or thermal curtains are present, the system shall:

       

        • Control curtain position based on light level, time schedule, temperature, or energy-saving strategy.
        • Include safety interlocks for wind, motor overload, or manual override where applicable.
        • Allow adjustable open/close thresholds.

       

      5.5 Irrigation or Misting Integration

      If irrigation or misting is included, the system shall:

        • Allow scheduled irrigation events.
        • Support manual activation.
        • Support environmental lockouts based on temperature, humidity, or light level.
        • Provide status indication and alarm capability where available.

       

      5.6 Lighting Control

      If greenhouse lighting is included, the system shall:

        • Control lighting by schedule, light level, or daily light integral where available.
        • Allow independent lighting schedules by zone.
        • Include manual override capability.

       

      6. User Interface and Remote Access

       

      The system shall include:

        • Local touchscreen, keypad, or computer-based interface.
        • Remote access via secure web portal, app, or approved network interface.
        • User-configurable setpoints and schedules.
        • Real-time display of sensor readings and equipment status.
        • Historical data logging and trend viewing.
        • Alarm history.
        • User access levels or password protection.

      Remote access shall use secure authentication and shall not require unsupported or obsolete software.

       

      7. Alarms and Notifications

      The system shall provide configurable alarms for:

      • High temperature.
      • Low temperature.
      • High humidity.
      • Sensor failure.
      • Communication failure.
      • Power failure, where supported.
      • Equipment failure, where status feedback is available.
      • Out-of-range CO₂, if applicable.

       

      Alarm notifications shall be available by email, text message, phone app, or other approved method. Contractor shall configure initial alarm thresholds in coordination with the owner.

       

      8. Electrical and Installation Requirements

      All work shall comply with applicable codes, including:

        • National Electrical Code.
        • Local electrical and building codes.
        • Applicable OSHA safety requirements.
        • Manufacturer installation requirements.

       

      Electrical components shall be installed in suitable enclosures rated for the greenhouse environment. Wiring shall be neatly routed, labeled, protected from damage, and installed in conduit or approved raceway where required.

      The contractor shall coordinate all power shutdowns with the owner in advance.

       

      9. Integration With Existing Equipment

      Before installation, the contractor shall verify existing equipment types, voltages, control methods, and condition.

      The contractor shall identify any existing equipment that cannot be integrated with the new system and provide written recommendations before proceeding.

      The new control system shall not reduce the functionality of existing greenhouse equipment unless approved by the owner in writing.

       

      10. Commissioning and Testing

      The contractor shall perform complete startup and commissioning, including:

        • Verification of all wiring and terminations.
        • Sensor calibration or validation.
        • Confirmation of controller programming.
        • Testing of each controlled device.
        • Verification of automatic and manual modes.
        • Alarm testing.
        • Remote access testing.
        • Demonstration of system operation to owner staff.

       

      The system shall be considered complete only after successful functional testing and owner acceptance.

       

      11. Training

       

      The contractor shall provide training for owner-designated staff. Training shall include:

        • System overview.
        • Adjusting setpoints.
        • Creating and modifying schedules.
        • Responding to alarms.
        • Reviewing trends and historical data.
        • Manual override procedures.
        • Basic troubleshooting.
        • Routine maintenance.

      Training shall be provided on-site unless otherwise approved.

       

      12. Documentation

      The contractor shall provide final documentation, including:

        • Manufacturer product data.

        • As-built drawings.
        • User manuals.

      Documentation shall be provided in electronic format.

       

      13. Warranty and Support

       

      The contractor shall provide a minimum one-year warranty covering parts, labor, programming, and workmanship.

      The vendor shall provide technical support during the warranty period and shall identify available post-warranty support options, including software support, remote troubleshooting, service agreements, and replacement parts availability.

       

      14. Vendor Qualifications

      Bidders shall demonstrate experience installing and supporting greenhouse environmental control systems of similar size and complexity.

       

      Bidders shall provide:

        • Manufacturer authorization or certification, if applicable.
        • At least three comparable project references.
        • Description of service and support capabilities.
        • Proposed equipment manufacturer and model information.
        • Project schedule.
        • Warranty terms.

       

      15. Submittals

      The successful contractor shall submit the following for owner review before installation:

        • Product data sheets.
        • Control panel layout.
        • Sensor list and proposed locations.
        • Sequence of operations.
        • Wiring diagrams.
        • Integration plan for existing equipment.
        • Project schedule.
        • Remote access/security approach.

       

      16. Acceptance Criteria

       

      Final acceptance shall require:

        • Complete installation of all specified components.
        • Successful functional testing of each control point.
        • Verified alarm notifications.
        • Verified remote access.
        • Delivery of final documentation.
        • Completion of owner training.
        • Correction of punch list items.

    • Requirement for Selection

      Notification of the quotation selected will be made by the issuance of a purchase order.

      The purchase shall result in the issuance of a purchase order.  All properly authorized purchases and services of the City shall be evidenced by the issuance of the same. Please be advised that any invoice received by the City not referencing a purchase order number may not be accepted as a valid City obligation.

      Payment shall be made for services rendered. The City, after inspection and acceptance, and in consideration of the faithful performance by the Bidder, agrees to pay for the completion of the work embraced in this contract, payment shall be made in accordance with the Illinois Local Government Prompt Payment Act (50 ILCS 505/1, et.seq.)

      Time, in connection with any discount offered, will be computed from the date of invoice delivery to the City or from the date a correct invoice is received by the City of Aurora Purchasing Division, if the latter date is later than the date of delivery. 

      Prices will be considered NET, if no payment discount is shown.

Unless otherwise specified by the bidder or the City, the City reserves the right to hold the best bids for ninety (90) days from the opening date set forth above.  The City may seek clarification from any bidder at any time and failure to respond promptly is cause for rejection.  The City further reserves the right to award the bid to the lowest responsible Bidder whose offer best responds in quality, fitness and capacity to the requirements of the proposed work or usage and therefore is in the best interest of the City.

      Illinois Freedom of Information Act. The Contractor acknowledges the requirements of the Illinois Freedom of Information Act (FOIA) and agrees to comply with all requests made by the City of Aurora for public records (as that term is defined by Section 2(c) of FOIA in the undersigned’s possession and to provide the requested public records to the City of Aurora within two (2) business days of the request being made by the City of Aurora. The undersigned agrees to indemnify and hold harmless the City of Aurora from all claims, costs, penalty, losses and injuries (including but not limited to, attorney’s fees, other professional fees, court costs and/or arbitration or other dispute resolution costs) arising out of or relating to its failure to provide the public records to the City of Aurora under this agreement.

      F. The Bidder is not barred from bidding on the Project, or entering into this contract as a result of a violation of either Section 33E-3 or 33E-4 of the Illinois Criminal Code, or any similar offense of “bid rigging” or “bid rotating” of any state or the United States.

      G. As applicable, I/We will submit, for all contracts in excess of $25,000.00, a certificate indicating participation in apprenticeship and training programs approved and registered with the United States Department of Labor. 

      H. I/We will abide by all other Federal, State and local codes, rules, regulations, ordinances and statutes.
