FY-26-R-1.GENERAL WORK DESCRIPTION: The work includes but is not necessarily limited to the following: protecting in place existing improvements; obtaining and fulfilling the requirements of the City building permit; however, the City will pay all City fees associated with the City building permit; furnishing and constructing 200A 2P 240V electric supply; furnishing and constructing ground ring and grounding connections; constructing Portland cement concrete equipment pad; installing and anchoring equipment cabinet on concrete pad; furnishing and constructing ice bridge, cable trays, cable mounts, sealed penetrations at cabinet and at existing building wall; furnishing and constructing two non-penetrating antenna mounts and one penetrating antenna mount on building roof and sealing roofing; installing antennas; installing battery backup power system in equipment cabinet; constructing chain link fence and gates; clean-up and related work as required, to complete the work as shown on the Plans and specified by these Special Provisions, referenced standards and specifications, the Standard Plans (2021 edition) and Specifications For Public Works Construction ("Greenbook") 2021 edition, and the City Standard Requirements.MANDATORY PRE-BID CONFERENCE: Two pre-bid conferences will be held for this project, both beginning at 10 AM at the City’s Water Treatment Plant located at 601 East North Avenue, on June 10, 2026 and June 30, 2026. Attention to prospective bidders is called to Section 2, "Proposal Requirements and Conditions," within Project Manual - Part A, for full direction as to bidding, etc. The City of Lompoc reserves the right to reject any or all proposals or make the award to the lowest responsible bidder.CONTRACTOR REGISTRATION: No contractor or subcontractor may be listed on a bid proposal for a public works project unless registered with the California Department of Industrial Relations (DIR), pursuant to Labor Code section 1725.5 (with limited exceptions to this requirement for bid purposes only, under Labor Code section 1771.1(a)). No contractor or subcontractor may be awarded a contract for public work on a public works project unless registered with the DIR pursuant to Labor Code section 1725.5. This project is subject to compliance monitoring and enforcement by the DIR, and the contractor and subcontractors must furnish electronic certified payroll records to the Labor Commissioner. The contractor shall post the job site notices as prescribed by the regulation, pursuant to Labor Code section 1771.4(a)(2).BONDS: Each proposal must be accompanied by cash, a certified or cashier's check, or bidder's bond of the prescribed form and made payable to the City of Lompoc for an amount equal to at least ten percent (10%) of the amount bid, such guaranty to be forfeited, should the bidder to whom the contract is awarded fail to furnish the required bonds and to enter into a contract with the City within the period of time provided by the Proposal Requirements. The Contractor shall be properly licensed at the time the contract is awarded. No contract will be awarded from a Contractor who has not been licensed in accordance with the provisions of Chapter 9 of Division 3 of the Business and Professions Code.STANDARD SPECIFICATIONS: The Standard Specifications for this project are contained in the 2021 edition, including all supplementary pamphlets, of the Standard Specifications For Public Works Construction ("Greenbook"), as written and promulgated by the Joint Cooperative Committee of the Southern California Chapter of the American Public Works Association and the Southern California District of the Associated General Contractors of California.
