    Description

    Through this Request for Proposal (RFP), the Agency of Human Services (hereinafter the “State”) seeks to establish a contract(s) with an experienced vendor to provide technical assistance, system development, training, and implementation of a secure web-based solution for administering and implementing a payment model for Vermont’s Medicaid school-based services. This includes: 1. Software and ongoing technical support to conduct quarterly Random Moment Time Study (RMTS) 2. Technical assistance for quarterly cost reporting by Medicaid providers (known as Local Education Agencies (LEAs)) 3. Solution and technical assistance for quarterly Medicaid eligibility matching by LEAs Revised: March 18, 2025 Page 2 of 95 AHS proposes entering into an agreement with a contractor that has experience with all three areas of work in this RFP, with a priority focus on the solution, implementation and administration of the RMTS. The contractor should propose an automated environment that provides high quality assurance, adherence to federal and state regulations, timely claims calculations, with minimal administrative burden on the State and participating LEAs. The contractor should have demonstrated experience providing training and support to LEAs or comparable entities.
