Project Overview The State University of New York at New Paltz (SUNY New Paltz) is soliciting RFPs from qualified consulting firms to perform bridge inspections and associated engineering evaluations for six (6) bridges located on the SUNY New Paltz campus. All bridge inspections shall be performed in accordance with the New York State Department of Transportation Bridge Inspection Manual, March 2017, with August 2024 Amendment / Addendum (NYS DOT Bridge Inspection Manual). A campus map identifying the six bridge locations is included with this RFP package. 2. Bridge Inventory and Usage Bridge numbering corresponds to the attached campus map. Included in this Scope of Work: · #1 Fields Bridge – Vehicular, pedestrian, and skid steer access · #2 South Pond Bridge – Pedestrian bridge with skid steer access · #3 Southside Loop Road Bridge – Vehicular, pedestrian, and skid steer access · #5 Capen–Ashokan Bridge – Pedestrian bridge with skid steer access · #6 Student Union Building (SUB) Bridge – Pedestrian bridge with skid steer access · #7 Haggerty Plaza Bridge - Pedestrian bridge Excluded (for reference only): · #4 Mohonk–Scudder Bridge – Out of service and not part of this contract 3. Scope of Services – Bridge Inspections 3.1 General Requirements The Consultant shall provide all labor, equipment, supervision, and expertise necessary to perform bridge inspections in full compliance with the NYS DOT Bridge Inspection Manual and all applicable sections governing inspection procedures, documentation, condition ratings, narratives, and photographic requirements. 3.2 Inspection Activities Inspections shall include, but not be limited to: · Superstructure, substructure, and deck elements · Bearings, abutments, piers, railings, and safety features · Identification of defects, deterioration, and safety concerns · Determination of inspection type as appropriate (routine, hands-on, or in-depth) · The Consultant shall document any conditions requiring immediate attention or further evaluation. 4. Inspector Qualifications Bridge inspections shall be performed under the supervision of a Qualified Bridge Inspector, meeting NYS DOT requirements, including: · Current NYS DOT Bridge Inspector certification · Demonstrated experience inspecting bridges of similar type and usage · Familiarity with vehicular and pedestrian bridge inspection standards · A New York State Professional Engineer (PE) shall review and approve inspection reports and all engineering evaluations. · Resumes and certifications for key personnel shall be submitted with the proposal. 5. Inspection Deliverables 5.1 Individual Bridge Inspection Reports A separate report shall be prepared for each bridge, including: · Bridge identification and location · Inspection date(s) and personnel · Description of bridge type and usage · Condition ratings per NYS DOT standards · Narrative descriptions of deficiencies · Photographic documentation · Recommendations for corrective actions or further evaluation 5.2 Overall Summary Report A consolidated summary report shall be provided that includes: · Overall condition assessment of all six bridges · Comparative summary of deficiencies · A prioritized schedule of deficiencies, categorized as: · Immediate / critical · Short-term · Long-term · General guidance on sequencing and urgency of repairs 6. Additional Engineering Evaluation and Load Rating Assessment In addition to inspections, the Consultant shall perform a limited engineering evaluation for each bridge to support operational decisions and signage requirements. 6.1 Vehicle Load Rating and Usage Determination For each bridge, the Consultant shall: · Identify whether an existing load rating is available · Provide a recommended vehicle tonnage rating where applicable · Identify bridges that are not suitable for vehicular traffic due to structural capacity, width, configuration, or intended use 6.2 Signage Recommendations Based on the engineering evaluation, the Consultant shall recommend appropriate signage for each bridge, which may include: · Posted vehicle tonnage limits · “No Vehicles” signage · “Pedestrian Walkway Only” signage · Recommendations shall include the proposed sign wording and technical basis. Installation of signage is not part of this contract. 6.3 Skid Steer Operational Assessment For all inspected bridges, the Consultant shall evaluate and clearly state whether the bridge can safely support a skid steer comparable to a Bobcat S66 (approximately 7,100 lbs operating weight) for snow removal operations. This assessment is for operational use only No signage is required for skid steer use Determinations shall be clearly identified as Yes / No / Conditional, with assumptions and limitations noted 7. Coordination and Access The Consultant shall: · Coordinate inspection activities with SUNY New Paltz Facilities Operations & Maintenance · Schedule work to minimize disruption to campus operations · Identify any required pedestrian or traffic control measures in advance 8. Schedule · Inspections are anticipated to occur during the summer inspection period starting approximately as August 2026. · The Consultant shall propose a schedule for inspections and final report submission. · Consultant shall supply a due date but no later than five (5) months after contract is released.
