    The County of Park, Colorado is soliciting Statements of Qualifications (SOQ) from qualified consulting firms to provide Consulting Services in support of the County’s Rebuilding Bailey, CO project, for the area that spans 2 miles from the base of Crow Hill to two miles to the west where CR 64A rejoins US 285. The Rebuilding Bailey, CO plan is estimated at $1.5 million in program costs and includes the following major elements: 1) Visioning- The Consultant will work closely with the County staff and community stakeholders to develop a cohesive vision for the Project. The work will result in an analysis of Project risks and opportunities, sketches of “big ideas” and community needs, an analysis of potential typical sections, and specific site and engineering constraints. 2) Concept Development- This task will take the ideas, concepts and values and merge them into several potential concepts that meet the Project goals as identified by the community. This work will be completed in CAD software so concept linework can be translated directly into 30% design, and renderings of the concepts to present to the county, stakeholders, and the public. This task will also develop preliminary construction cost estimates and identification of significant risk factors. 3) Stakeholder and Public Outreach- This will occur throughout the early phases of the Project, with virtual and in-person open houses and round tables, beginning shortly after kickoff and during concept development. Methods to bring the public into the design process, giving them the tools to understand tradeoffs and decision points that lead toward the agreed-on project vision, will include the production of both online and in person content and graphics, and will be specifically designed to reach hard-to access transportation users and those most harmed by the existing transportation barrier. Task deliverable includes the creation of a Community Participation Plan. 4) Data Collection- This task includes efforts to complete subsurface utility engineering (SUE), geotechnical investigation, drainage study, survey and right-of-way collection to set the stage and boundaries for design. This task also includes traffic analysis of parking utilization and needs, crash data, volume and speed data, hydrology, existing drainage networks, floodplains and housing and displacement analysis. It also includes data collection to support NEPA documentation. 5) 30% Design and NEPA Documentation- This task begins following concept development and a consensus on a preferred design from the county, town, and stakeholders. Scope will include roadway, trail and sidewalk, pedestrian crossings, wayfinding, drainage, traffic, lighting, urban design, and utility modification plans.
