The desired result of these studies is a better understanding of possible recovery infrastructure projects to pump long-term storage credits for introduction into the CAP aqueduct.
The effort to complete this work is expected to be considerable with specialists required in the areas of civil, structural, and geotechnical engineering; hydraulics, survey, and estimating. CAWCD will supply existing information on CAWCD owned recharge facilities as necessary, however an extensive amount of field work and meeting/phone conferences with CAWCD personnel may be necessary. This is anticipated to be a multi-phase project with this being considered phase one. Additional phases may include exploratory well drilling or could lead directly into a construction phase for one or more facilities.
A MANDATORY PRE-SOQ SUBMITTAL CONFERENCE will be held on June 17, 2026 at 9:00 AM at CAWCD Headquarters, and also available virtually via MS Teams.
All prospective proposers are required to attend the pre-submittal conference. Attendance is a condition of participation in the solicitation and failure to attend will disqualify a submitted proposal. Failure to attend will not be grounds for protest or contract claim.
Attendees must RSVP with Erin Reilly, Procurement Contract Administrator, at ereilly@cap-az.com no later than 4:00pm on June 16, 2026. Upon RSVP, confirmation with further instructions and link to virtual meeting will be provided.
The purpose of this meeting will be to clarify the contents of this SOQ. CAWCD personnel will present background information on the recovery capacity analysis. Respondents will have an opportunity to ask questions.
Any doubt as to the requirements of this SOQ, or any apparent omission or discrepancy should be presented to CAWCD at the Pre-Submittal meeting. CAWCD will then determine the appropriate action. If necessary, CAWCD will issue a written addendum to this SOQ. Oral statements or instructions shall not constitute an addendum to this SOQ.

Please have the Bidder Name, Contract Title ("Recovery Capacity Study SOQ"), and Contract Number ("C116808") listed clearly on the outside of the envelope.
The contract shall be executed by the successful bidder and shall be returned, together with the Payment Bond, Performance Bond and Certificate(s) of Insurance to Central Arizona Project so that it is received within 14 working daysafter the bidder has received the contract for execution. Failure to do so shall be just cause for forfeiture of the proposal guaranty.
