    Description

    This is a Request for Quotations (RFQ) issued under the Pineville Housing Authority’s Procurement

    Policy (dated March 5, 2026), and in full compliance with the HUD Public Housing Procurement Handbook

    7460.8 Rev. 3, 2 CFR 200.317–326 (informal/simplified acquisition procedures), and applicable Kentucky

    and local laws. The Kentucky small purchase threshold is $40,000; the total anticipated value of this

    procurement is less than $40,000. Because this is routine lawn maintenance (non-construction services),

    Davis-Bacon wage rates do not apply. All resulting contracts will incorporate the mandatory provisions for

    simplified acquisitions (including those in HUD-5370-C Section II and Table 5.1 of the HUD Handbook).

    1. Purpose

    The PHA is soliciting written quotations for lawn care maintenance services at all PHA housing sites. Each

    site must be priced separately. The PHA will award one or more contracts (or issue task orders) to the

    responsible vendor(s) whose quotation(s) represent the best value to the PHA.

    2. Scope of Services

    The contractor shall furnish all labor, equipment, materials, supervision, and transportation necessary to

    perform lawn care maintenance services consisting of approximately 12 cuttings per site during the period

    May 1, 2026 to October 30, 2026. Services shall include, but are not limited to:

    • Mowing to a uniform height (typically 3–4 inches, weather and season dependent)

    • Edging, trimming, and blowing around buildings, sidewalks, curbs, fences, and other obstacles

    • Removal and proper disposal of grass clippings, debris, and trash from the lawn areas

    • Weed control in lawn areas (as needed, per standard industry practice)

    • Any other routine lawn maintenance reasonably required to maintain a neat and orderly appearance

    Maps showing the exact areas to be maintained at each site are attached as Exhibit Maps. Pricing

    must be based on the areas shown on the maps.
