    Notice is hereby given that the Town of Brighton will accept sealed bids for: Replacement of Keese Mills Road Culvert over Lower St. Regis Lake Inlet PIN 7754.27 D#040968 The Owner is the Town of Brighton and the work site is located in the Town of Brighton, Franklin County New York. The projects limits extend from: 150 feet west and 150 feet east of the existing culvert. The work includes providing all labor, materials, machinery, tools, equipment and other means of construction necessary and incidental to the completion of the work shown on the Plans and described in these Specifications including, but not necessarily limited to the following: The project will remove the existing culvert and replace it with a new precast concrete box culvert with cast-in-place concrete wingwalls. Stone fill will be installed in front of the box and wrapping around the wingwalls. The new structure will be located on a similar horizontal and vertical alignment. Approximately 200 feet of full depth roadway reconstruction will be completed to tie the new structure into the existing approaches. New bridge and approach guide rail will be installed within the project limits. Traffic will be maintained on a temporary on-site detour constructed just south of the existing culvert for the duration of construction. This is a State Aid Project and NYSDOT Standard Specifications, officially finalized and adopted on May 1, 2026 as posted on the New York State Department of Transportation's website must be followed by the successful Bidder. The MBE goal for this project is 10.0%. The WBE goal for this project is 15.0%. The SDVOB goal for this project is 6.0%. There are no DBE goals for this project. The EEO Employment goals for this project are: 2.5% Minority Employment Goal 6.9% Women Employment Goal The use of the NYSDOT approved civil rights reporting software, Equitable Business Opportunities (EBO), is required. Access authorization to EBO can be found at: https://www.dot.ny.gov/main/business-center/civil-rights2/civil-rights-repository/Tab/EBO_Login_Application.pdf No residential or geographical restrictions will be in effect for this project. State requirements take precedence over local requirements unless local requirements are deemed to be more stringent. Sets of Bidding Documents may be viewed and ordered online by registering with the Issuing Office at https://bl.biddyhq.com/. Following registration, complete sets of Bidding Documents may be downloaded from the Issuing Office’s website as “zipped” portable document format (PDF) files for a nonrefundable fee of $100. The date that the Bidding Documents are downloaded will be considered the Bidder’s date of receipt of the Bidding Documents. Partial sets of Bidding Documents will not be available. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office. No questions or inquiries regarding this Bid will be accepted within seven (7) business days prior to the Bid opening. The work shall be substantially completed withing 20 calendar weeks of mobilizing the site. All work shall be completed by November 7. 2027. Contractors that obtain Contract Documents from a source other than the issuing office must notify the issuing office in order to be placed on the official Plan Holder’s List, to receive Addenda and any other Bid correspondence. Bids received from Contractors other than those on the official Plan Holders List will not be accepted. Addenda will be emailed from Barton & Loguidice, D.P.C. to Bidders listed on the official Plan Holders List. An emailed response from the Bidder, to the Addendum sent by Barton & Loguidice, D.P.C., will act as proof that the Bidder received the Addendum. In addition to an emailed response, Bidders must acknowledge receipt of all Addenda by signing and dating each Addendum on page 00 03 70-1 of the Bid Form. Failure of any Bidder to receive any such Addendum or interpretation shall not relieve such Bidder from any obligation under this bid submittal. All Addenda so issued shall become part of the Contract Documents. Bidders shall promptly notify Bryan Tremblay of any errors, omissions, conflicts or ambiguity within the Contract Documents within 7 days of bid opening. All bids must include the materials in Division 00 03 and 00 04 which include but are not limited to Non-Collusion Forms and Lobbying Activities Form. This is a unit price bid as described in the Information For Bidders. No Bidder may withdraw his/her bid within forty-five (45) calendar days after the actual date of the opening thereof. Each bid must be accompanied by security in an amount not less than five percent (5%) of the amount of the bid in the form and subject to the conditions provided in the Information For Bidders. Bids to be considered must be received in a sealed envelope at Town of Brighton Town Hall 12 County Highway 31 PO Box 260, Paul Smiths, NY 12970 by 10:00 AM, local time, on August 5, 2026, at which time they will be publicly opened and read aloud. Bids received after the above noted time will not be accepted. All sealed envelopes should be clearly labeled PIN 7754.27 – Replacement of Keese Mills Road Culvert over Lower St. Regis Lake Outlet. The Bidder to whom the Contract is awarded will be required to furnish Performance, Payment and Guarantee Bonds from an acceptable Surety Company for an amount not less than 100% of the accepted bid. The successful Bidder and all subcontractors must have an approved CCA-2 on file with NYSDOT prior to being awarded a contract. If the successful Bidder does not currently have a CCA-2 on file with NYSDOT, the Bidder may find the CCA-2 forms and instruction for completion online at For-Profit Construction Questionnaire (CCA-2) | Office of the New York State Comptroller The successful Bidder will be required to comply with all provisions of the Federal Government Equal Employment Opportunity clauses issued by the Secretary of Labor on May 2, 1968, and published in the Federal Register (41 CFR Part 60-1, 33 F.2 7804). The successful Bidder will be required to pay prevailing wage rates on this Contract. Bids will not be accepted from Bidder’s determined to be a “Non-Responsible Entity” by the New York State Office of General Services in accordance with General Municipal Law 5A-103-b. This Project is a “Covered Project” under New York State Labor Law 220-I, and each Bidder must hold a valid Certificate of Registration from the New York State Department of Labor (NYSDOL) to submit a Bid. Each Bidder must submit a copy of their NYSDOL Certificate of Registration with their Bid at the time the Bid is made. Bidders will need to ensure that each Subcontractor working under them hold valid NYSDOL Certificate of Registration before commencing any work on a covered project. The Town of Brighton reserves the right to consider the bids for forty-five (45) days after receipt before awarding any contract, and to waive any minor informalities in, and to reject, any and all bids. All bids are subject to final review and approval by the Town of Brighton before any award of contract may be made. Receipt of bids by the Town of Brighton shall not be construed as authority to bind the Municipality.
