SUMMARY OF PROCUREMENT WRI intends to award a Fixed Price contract for a consultant to facilitate a 2-day workshop with government experts and technical partners to exchange experiences and develop a deeper understanding of techniques and approaches to known modeling challenges. BACKGROUND The workshop offers an opportunity to bring together the wealth of modeling expertise of the 2050 Is Now project to review challenges, examine novel solutions, and identify key best practices in science-based modeling to inform and motivate ambitious near-term climate action that aligns with national long-term climate and development objectives. This event will engage close project counterparts in partner countries who have deep national expertise and practical experience with designing and delivering the modeled scenarios that underpin key national climate change policies and plans, including nationally determined contributions (NDCs), long-term low GHG emission development strategies (LTS), national development plans, sectoral policies and other critical planning instruments. By convening experts together in person, participants will learn from various national circumstances with different political and economic constraints and share how modeled scenarios can be tailored to answer critical questions, informed by a wide range of national stakeholders, and communicated to target audiences. The workshop aims to bring together around 50 participants, including a mix of government experts and technical experts from partner organizations. Objective The facilitator will lead a 2-day workshop to help participants from Argentina, Brazil, Ethiopia, India, Indonesia, Mexico, and South Africa share lessons on: How they use models in-house vs. outsourcing. How to make model results easy for government leaders to understand. Solving technical issues like data gaps and making different models work together. SCOPE OF WORK AND METHODOLOGY The appointed service provider will undertake the following tasks: The scope of this consultancy will be as follows: · Use the high-level workshop agenda provided by WRI to develop a detailed program with interactive and engaging sessions in close consultation with WRI and 2050 Is Now consortium partners. Coordinate session plans and speaker support · Prep the meeting rooms for the workshop, coordinating AV equipment with the host entity as well as any needed session materials · Facilitate workshop, moderate discussions as needed, and lead engaging activities · Coordinate and support participant reimbursement · Develop the workshop report Activity 1. Planning & Design Participate in event planning meetings and coordinate with the main organizers (WRI and IDDRI), to build a detailed program, prepare venue logistics, and develop any accompanying participant materials. Support participants (partners and country government experts) to develop engaging sessions and guide their individual contributions (input presentations, country experiences, guiding questions, moderation). This includes developing the agenda for participants, providing guidance to speakers and participants, and coordinating with participants and presenters on preparation of materials for sessions they will be leading. Deliverables: · Full workshop program for participants · Workshop materials including speaker/participant guidance, logistics note Activity 2. Event preparations Coordinate the venue set up for in-person discussions and breakout sessions and ensure equipment and materials are set up and operational (AV equipment, presentations, worksheets, sign-in sheet, name tags, etc.) Deliverables: · Participant briefing and pre-work packages · Facilitator agenda and session materials · Meetings rooms and digital tools and AV equipment are set up and ready for use Activity 3. Workshop Facilitation & Logistics Support (Paris, June 22–23, 2026) Facilitate 2-day workshop in Paris. Manage flow and transition through sessions, summarize outcomes, and lead engaging activities. Moderate Q&A sessions as needed. Record the main ideas and solutions shared during the sessions. Deliverables: · On-site Facilitation (2 days) · Participant attendance and management database (55 pax: Country Reps, Consortium, Guests) · Workshop Notes Activity 4. Post-Workshop Synthesis & Final Report Synthesize outcomes of the workshop sessions and compile a final report. The contract is expected to span from May 15, 2026 – July 31, 2026. Prep Period: May 15 – June 21, 2026 Post-workshop period: June 23 – July 31, 2026 BUDGET An estimate of the number of days required to carry out the activities is to be provided by the vendors in their proposal and must be reflected in the estimate. However, once the budget has been validated, the payment of the service will be conditional on the delivery of the deliverables and not on the number of days actually worked. All expenses (equipment, vehicles, materials, supplies, consumables, means of communication, insurance, travel expenses, etc.) necessary for the performance of the service, including travel expenses, mission expenses, etc., are the sole responsibility of the vendor and must be quantified in the budget proposal. Please note that WRI is an IRS-registered 501(c)3, tax-exempt organization. WRI is not VAT exempt. All prices or quotes should include VAT and tax, as applicable.
