    Tompkins Consolidated Area Transit, Inc. (TCAT) is issuing this Request for Proposals (RFP) to solicit responses from qualified firms to provide professional Architecture and Engineering (A&E) services. The intent of this RFP is to establish a relationship with a firm capable of supporting TCAT in the planning, design, engineering, and execution of multiple facility improvement and replacement projects. TCAT will make an award based on qualifications, technical merit, and overall project approach, in accordance with the Brooks Act Qualifications‑Based Selection (QBS) process. This procurement is federally funded and subject to all applicable Federal Transit Administration (FTA) requirements, including compliance with FTA Circular 4220.1G and 2 CFR Part 200.
