The selected Respondent shall provide the following scope of services as follows:1. The City of Maywood is seeking a consultant who is qualified to provide citation processing management, permit collection, and database services. The service task shall include but will not be limited to the information shown below. If the consultant believes that additional tasks are warranted, it must be clearly identified in the consultant proposals as a “suggested task” with a “suggested price” as well. The City will maintain the authority to accept or reject the suggested tasks. The services of the parking citation management partner will be responsible for providing products and services necessary for the city to provide its parking customers with a seamless experience and staff with the tools necessary to manage daily parking operations. The firm selected through this proposal process must demonstrate their organization’s ability to deliver responsive customer service to both its end users and management.3. Transition / Implementation RequirementsThe selected consultant shall be responsible for all transition and implementation services necessary to ensure continuity of operations, including data migration from the City’s existing citation processing system, staff training, testing, onboarding, and coordination with applicable State agencies. The transition shall occur with minimal disruption to City operations and public services.4. Cybersecurity / Data Security RequirementsConsultant shall maintain industry-standard cybersecurity protections, including secure hosting environments, encrypted payment processing, regular system backups, disaster recovery capabilities, and compliance with applicable data security and payment processing standards, including PCI-DSS requirements.5. Processing Services – The consultant will provide a citation processing management system and access to the website. The city and consultant will be in constant communication pertaining to any payment information, cancellations, dismissals, voids, corrections and/or citation(s) status. The consultant will also give continuous updates on the current status of payment whether it be monthly or where the city can check on the website provided. In addition, Consultant will also manage and support the City’s Administrative Citations process for Code Compliance related citations, fireworks citations, etc.a. DMV RequirementsDMV Requirements – The consultant will be responsible for ensuring that they are in constant communication with the California DMV. This is required as only Maywood residents are allowed to buy annual parking permits. The consultant will ensure that all registered owner information is matched to Maywood. Consultant must demonstrate experience administering citation processing services in compliance with California Vehicle Code requirements, including AB 503 indigent payment plan administration and DMV hold processing.b. Permit Types• The proposed system shall support the administration and management of overnight parking permits, including permit issuance, renewals, enforcement integration, payment processing, and reporting capabilities.
