Proposal Requirements: Interested applicants shall submit a proposal identifying individual or company information complete with details on the following items: Company history and experience. Relevant project experience, including prior work on land use feasibility studies, affordable housing planning, mixed-use development analysis, or comparable planning projects for municipalities or local governments. Qualifications and résumés of key personnel who will be assigned to this project, including the project manager and any sub-consultants. A proposed scope of work describing the consultant’s methodology and approach for conducting the comprehensive feasibility study across all Town-owned land-banked properties, including the evaluation of development scenarios such as 100% affordable housing, mixed-income residential, and mixed-use configurations. A description of the consultant’s approach to analyzing the community anchor parcel, including assessment of market conditions, site constraints, infrastructure capacity, zoning alignment, sales tax revenue potential, and community vision, as well as the method for evaluating the feasibility of housing (standalone or mixed-use) at this location. A description of the proposed deliverables. Firms may submit a proposal for one or both of the following components: (1) a comprehensive property analysis report with recommended development scenarios and a prioritization framework for all Town-owned land-banked parcels; and/or (2) a community anchor concept plan with housing feasibility findings for the centrally located anchor parcel. Proposals addressing only one component will be considered equally alongside full-scope proposals. Please clearly indicate in your proposal which component(s) you are proposing to complete. List of properties with their market values A proposed project timeline with key milestones from contract execution through final deliverable submission. A detailed cost proposal, including a breakdown of fees by task or phase, hourly rates for key personnel, and any anticipated reimbursable expenses. A minimum of three (3) references from prior clients for whom similar planning, feasibility, or land use consulting services were provided, including contact name, organization, phone number, and email address. Proposals must be complete and provide this information in a clear and concise manner. Selection Process and Criteria: The Town will review all proposals and interview selected individuals or companies. The Town will work with the selected company(ies) to ensure all aspects of the proposal are executed effectively and efficiently. The Town reserves the right to deny all proposals, and/or to work with proposals and respective companies to meet project objectives.
