    The consultant shall conduct all engineering, planning, and administrative tasks necessary to complete the project. This includes the final design plans, specifications, quantity and cost estimates, and all compliance efforts needed to meet Local, State, and Federal requirements.The Consultant shall become intimately familiar with the requirements of the City of Westlake Village. The consultant should anticipate one project kick off meeting prior to beginning work on the project. Additional management meetings may occur as required over the course of the project. The City Council has various Committees that evaluate and advise the City Council on projects, programs, and services.Each Committee consists of two members of the City Council and meets monthly in a public meeting.The following is a list of tasks that the consultant is expected, but is not limited, to incorporate at a minimum into the consultant’s proposed scope of services. Other Details: The City of Westlake Village is a master-planned community, located approximately 40 miles northwest of Los Angeles and encompasses 5.4 square miles. The current population of the City is estimated at 8,028 with a median household income of approximately $188,681. It is bounded by the City of Thousand Oaks on the northwest at the Los Angeles/ Ventura County line, Los Angeles County unincorporated area on the west and southwest, and the City of Agoura Hills on the southeast and east, the Simi Hills to the north and the Santa Monica Mountains to the south. The Ventura Freeway (U.S. 101) bisects the City.The project is located along Lindero Canyon Road from Baronsgate Road to Lakeview Canyon Road. Lindero Canyon Road is currently a 4-lane facility with Class II bike lanes. Sidewalk exists along the east side of the street but is missing along the west side between Baronsgate Road to Lakeview Canyon Road. Lindero Canyon Road has a 45-mph speed limit and a history of pedestrian/vehicular accidents but is a popular route for recreational walkers and cyclists. The lack of sidewalks forces pedestrians into the bike lanes, which forces cyclists into the travel lanes.The proposed project will create a pedestrian walkway, to enhance pedestrian safety by eliminating the need to walk in the street and to connect pedestrian access between transit stops and the local community. The project will widen the parkway into the existing road shoulder to provide meandering sidewalk and parkway landscaping along the full length. Reduced lane widths will help calm the traffic, further improving safety. Opportunities for porous sidewalk materials and biofiltration of urban runoff will also need to be explored during the design process and will be incorporated into the project if determined to be feasible during the preliminary design.A project concept has been developed. Proposed improvements are conceptually illustrated in Attachment A of the RFP solicitation and will serve as a basis for project development. The CAD file for this concept will be provided to the selected consultant. A community engagement program will need to be planned and included as part of the design development. Notes: Proposals must be:• Typed on standard 8-1/2" x 11" paper. Minimum font size is to be 12. Drawings are not limited to the 8-1/2" x 11" size.• Be as brief as possible and not include any unnecessary promotional material.• The Proposals are not to exceed 20 one-sided pages including all responses, reference work, and information about the firm and individuals assigned to the Project.
