A.The selected Respondent shall provide the following scope of services asfollows:General Description of Scope of WorkServices to be provided under this proposal include, but not necessarily limited to, the following1.Preparing and/or finalizing PLHA Residential Rehabilitation program forms with City’sprogram specialists for the required client applications, project checklists, PromissoryNotes, Deeds of Trust, and any related residential rehabilitation loan programdocumentation in compliance with the LACDA and State HCD requirements.2.Assisting and training City’s program specialists to:a.Conduct preliminary interviews with homeowners to determine eligibility status anddesired improvements for dwelling unit.b.Obtain and vet all required supporting documentation including income verification andgrant deed.c.Conduct property inspections and estimate costs for rehabilitation work.d.Prepare and complete all applicable PLHA and LACDA documents for Residential Rehabilitation activities.e.Procure asbestos and lead based paint testing, abatement, and clearance requirementsif necessary.f.Prepare loan documents.g.Prepare specifications and bid documents, and reviewing bids received with thehomeowners.h.Obtain contractor clearance through the State Contractor’s License Board.i.Prepare award proposals for review by the City’s Screening Committee.j.Award contracts after approval by Screening Committee, prepare and executedocuments for the loans.k.Ensure that the following forms are completed, executed and/or recorded: PromissoryNotes, Notices of Right to Cancel, Deeds of Trust, Requests for Notice(s), Truth inLending Disclosures, and any other forms and documents required by the City.l.Conduct preconstruction conferences to review all projected work with homeownersand the contractors.m.Conduct progress inspections to make certain that work is proceeding in a timelymanner and to authorize progress payments.
