The City is requesting proposals from companies that have demonstrated experience and success in providing comparable services to those requested in this RFP and the Draft Franchise Agreement (i.e., recyclable material, organic material, solid waste, and C&D debris collection and transfer; recyclable material, organic material, and C&D debris processing; and solid waste and residue disposal services) under a franchise agreement with a community comparable to or larger than the City. The City also seeks proposals from entities that have demonstrated delivery of exemplary customer service to residents and businesses in a manner that is cost effective and supports landfill diversion.
The City’s current agreement with Republic Services (“Republic”) includes exclusive recyclable materials, organic materials, solid waste, and C&D debris collection and post-collection (i.e., processing and disposal) services to single-family, multi-family, and commercial customers within City limits. As of July 2025, the City’s customers included 8,218 single-family accounts, 91 multi-family accounts, and 597 commercial accounts. The City’s current franchise agreement with Republic was originally awarded in 2011 with an initial term of ten years and two additional three-year extension options. Such extension options were automatically granted if Republic demonstrated compliance with specific diversion and service requirements. The second extension option is scheduled to expire on June 30, 2027.

Failure to do so shall be just cause for forfeiture of the proposal guaranty.
