    Description

    The Coastal Water Authority (“CWA”) invites qualified firms to submit proposals in response to this Request for Proposals (RFP) to provide Construction Manager-at-Risk (CMAR) services in accordance with Texas Government Code Chapter 2269. Services will be provided under a single contract encompassing both pre-construction and construction phases for the Facilities Improvement Project (Phase 1: LPS, TRPS, CMS) (the “Project”). The Project includes improvements at the following three (3) facilities:

    • Lynchburg Pump Station (LPS) – 908 Independence Pkwy N., Baytown, Texas 77520
    • Trinity River Pump Station (TRPS) – 8419 FM-1409, Dayton, Texas 77535
    • Canal Maintenance Station (CMS) – 14499 Hwy 146 S., Dayton, Texas 77535

    Mandatory Pre-Proposal Site Visit: A mandatory pre-proposal site visit will be held on Monday, May 18, 2026, at 9:00 a.m. (CST), beginning at the Lynchburg Pump Station in Baytown, Texas, and continuing to the remaining project sites. Attendance is limited to a maximum of two (2) representatives per proposing firm. At least one (1) representative of the CMAR firm must attend. Failure to attend the site visit will result in disqualification of the proposal. Names of attendees must be submitted at least 24 hours in advance.  All three site visits are estimated to take approximately 4 hours.

    Questions: All questions regarding this RFP must be submitted in writing through Civcast. Responses will be issued through Civcast and made available to all registered proposers.

    Proposal Submission: Sealed proposals will be received until 2:00 p.m. CST on June 12, 2026, at 1801 Main Street, Suite 800, Houston, Texas 77002. Proposals received after the stated deadline will not be considered and will be returned unopened.

    The RFP documents, including all specifications and addenda, will be released on Wednesday, May 13, 2026, and will be available through Civcast (www.civcast.com). It is the responsibility of each proposer to review Civcast for any addenda or updates prior to submitting a proposal.

    CWA reserves the right to reject any and all proposals and to waive any informalities or irregularities in the procurement process.
