In accordance with Conn. Gen. Stat. § 16-18a, the Public Utilities Regulatory Authority (Authority or PURA) intends to retain a Consultant(s) to assist Authority staff with Docket Nos. 25-12-12, Application of Aquarion Water Company of Connecticut to Amend its Rate Schedules, 26-03-15, Application of the Connecticut Water Company to Amend its Rate Schedules, and 26-05-10, Application of The Connecticut Light and Power Company d/b/a Eversource Energy to Amend its Rate Schedules.
This RFP seeks proposals from qualified consulting firms for assisting with PURA’s review and investigation of the financial and operating records of Aquarion, CWC, and Eversource through separate proceedings. The areas in which the Authority seeks expertise include, but may not be limited to, taxes, engineering and depreciation schedules, cost allocation, revenue allocation and rate design, and performance benchmarking and are further described in Section II. Firms responding to the RFP may propose services for just one discrete topic, many, or all of them for one or more of the proceedings.
Please note that PURA’s Office of Education, Outreach, and Enforcement (EOE), has issued its own RFP[1] for separate scopes of work in at least one of these proceedings. EOE will be a Party in each of the above proceedings. Therefore, responding consulting firms are not permitted to submit proposals in response to both this RFP, and to EOE’s RFP. In other words, responding firms may submit a proposal to assist PURA decisional staff (this RFP), or EOE staff, but not both.
