    NOTICE TO RESPONDENTS Solicitation Type and Name : Request for Qualifications for Construction Manager-At-Risk (CMAR) Services for the City of McAllen New Golf Course. Solicitation Number : 08-26-C39-1434 Description: The City of McAllen is seeking Requests for Qualifications (RFQ) from qualified firms (Proposers) to provide Construction Manager-At-Risk (CMAR) services for the City of McAllen New Golf Course. The City of McAllen New Golf Course will introduce a distinctive golf experience designed for families, youth, new players, experienced golfers, and visitors from throughout Texas and Mexico. The Project consists of multiple elements including: (1) expansion of the Champion Lakes Family Golf Course into a family-oriented municipal golf destination; (2) golf course features honoring the legacy and accomplishments of Lorena Ochoa; (3) an 18-hole, par-57 golf experience designed to accommodate multiple skill levels; (4) strategic and visually memorable golf course improvements prepared by a separate golf course design entity; (5) a new control clubhouse of approximately 8,000 square feet to improve course supervision, customer service, and operational efficiency; (6) a new maintenance building of approximately 16,000 square feet to support staff deployment, equipment storage, and long-term maintenance operations; (7) parking, access, drainage, and site improvements serving the proposed facilities; and (8) landscaping surrounding the proposed buildings to complement the overall project and enhance the arrival experience for residents and visitors. This RFQ seeks an experienced General Contractor to construct the City of McAllen New Golf Course Project using the CMAR form of procurement and agreement. This RFQ includes all the information Proposers will need to prepare and submit a proposal for the first step of a two-step process. Deadline : Electronic Request for Qualifications (RFQ) addressed to Mr. Isaac J. Tawil, City Manager, will be received until Friday, August 21, 2026 at 11:00 a.m. Central Daylight Time (CDT). at which time they shall be publicly opened in a meeting held in McAllen City Hall, 2nd floor, Conference Room 2A. Potential Respondents are asked to post their questions on our bidding portal under the tab labeled “Clarifications” under the applicable project number. Federal Funding Requirements: The Project may be funded, in whole or in part, with federal funds. If federal funding is utilized, the selected Construction Manager-at-Risk ("CMAR") shall comply with all applicable federal laws, regulations, executive orders, and grant requirements, including, but not limited to, the Davis-Bacon Act, the Contract Work Hours and Safety Standards Act, Equal Employment Opportunity requirements, and all other applicable provisions of 2 C.F.R. Part 200, as amended. The CMAR shall be responsible for ensuring that all subcontractors and lower-tier subcontractors comply with all applicable federal requirements. The City reserves the right to incorporate additional federal contract provisions and certifications into the contract documents as necessary to satisfy the requirements of the applicable funding agency. The City of McAllen reserves the right to refuse and reject any or all responses and to waive any or all formalities or technicalities, and to accept the proposal considered the best and most advantageous to the City, and to hold the responses for a period of forty-five ( 45 ) days without taking action.
