PROJECT NO. 2526-32-522-S29-745 REQUEST FOR STATEMENT OF QUALIFICATIONS FOR SAFE STREETS FOR ALL Brief Description: The City of Pharr seeks qualified firms to provide professional engineering and planning services for the development of a Safe Streets and Roads for All (SS4A) Safety Action Plan. This project is funded, in whole or in part, under the SS4A program and will be conducted in accordance with 2 CFR Part 200, including full and open competition, documented evaluation, and qualifications-based selection for professional services. To view this solicitation and submit a response to this solicitation, you must first register in the City’s bidding portal at: https://Pharr.procureware.com. Solicitation documents will not be mailed, e-mailed, or provided in person. Once registered, you will also be added to the solicitation distribution list for changes and/or additions via Addenda form. Potential Bidders are asked to post their questions on our bidding portal under the tab labeled “Clarifications” under the relative project number. The deadline for questions is Friday May 22,2026. The City reserves the right to negotiate with any and all firms that submit proposals, as per the Texas Professional Services Procurement Act, Texas Government Code Section 2254.004 and Texas Local Government Code Section 271.118. The City of Pharr will evaluate the Request for Proposals of the firms on the basis of technical ability, experience, and ability to perform the work.
