The assignment of highly qualified and experienced staff to project deliverables and tasks is critical and will be closely evaluated during the qualification proposals review process. The requirements for submitting qualification proposals are stated with the following Request for Qualifications (RFQ). This RFQ has been developed in accordance with the procurement guidelines of the Federal Railway Administration (FRA), and those related to State and Local Government. All qualification proposals are due to The City of North Charleston, 2500 City Hall Lane, North Charleston, SC 29406, no later than February 6, 2026 at 3:00 p.m. EST. One (1) unbound, signed original, five (05) printed copies and one (1) digital copy should be submitted in a sealed box marked with the following information:
