    Description

    Purpose of the RFQ

    The Anaheim Housing Authority (“Authority”) is pleased to issue this Request for Qualifications (“RFQ”) to solicit responses from experienced development teams for the redevelopment of an approximately six-acre Authority-owned site (the “Site”) into an innovative, intergenerational, mixed-income community. Respondents should demonstrate a verifiable track record for delivering projects that incorporate alternative financing, advanced and cost-efficient construction methods, sustainable building practices, and urban design strategies that increase connectivity to local community assets.

     

    Summary of the Development Opportunity

    The Authority seeks a qualified development partner to deliver an intergenerational, mixed-income housing community of at least 300 units between North Anaheim Boulevard and Harbor Boulevard, adjacent to La Palma Park. With direct access to transit corridors, open space, health services, and employment centers, the Site offers a strategic location that strengthens neighborhood connections and promotes resident well-being.

    The Authority seeks teams with a demonstrated track record in:

    • Construction & Financing Innovation – Utilizing advanced and cost-efficient construction methods (including, but not limited to, factory-built or modular housing) and alternative financing structures to reduce development costs and minimize reliance on local or competitive funding sources.
    • Affordability Developing, leasing, and managing affordable housing developments with a mix of households between 30% and 120% Area Median Income (AMI) for families, seniors, and/or individuals with special needs that comply with local, state, and/or federal funding and fair housing policies.   
    • Architectural & Urban Design Excellence – Delivering buildings that respond to their environment, enhance resident health & wellness, and incorporate urban design strategies that promote walkability and neighborhood cohesion.
    • Multigenerational Amenities – Providing services, features, and long-term operational strategies that support families, seniors, and/or individuals with special needs.

    The selected team must demonstrate a track record of delivering complex, innovative, mixed-income, multi-asset projects and a readiness to collaborate with public agencies and community stakeholders. Key responsibilities will include site planning and design, entitlements, financing, environmental review and remediation, infrastructure and vertical construction, and long-term leasing and property management.
