    Description

    Traffic EngineeringA. Traffic Engineer shall possess certification as a Traffic Engineer from the California Board for Professional Engineers. Traffic engineering services include a minimum one, 4-hour day of service at City Hall. The Consultant shall attend various meetings, hearings, special events, etc. on an as-needed basis. Any additional hours of service shall be paid on a time and material basis.B. Consultant shall complete all work required in accordance with Federal, State, County, and City requirements. All traffic engineering services shall be conducted under the direction of a Registered Civil Engineer, or a Traffic Engineer licensed in the State of California.C. Upon request by the City, Consultant shall perform the following tasks:• Provide general traffic engineering services.• Provide plan checking services for traffic related issues.• Provide plan checking services for traffic impact analysis reports, parking studies, and other traffic reports.• Provide plan checking services for traffic control plans.• Perform field investigations related to traffic.• Perform speed study surveys and analysis.• Perform traffic signal and stop sign warrant analysis.• Perform sight distance analysis.• Prepare traffic control plans.• Perform traffic counts and perform related analysis.• Perform pavement conditioning rating related to the City's Pavement Management System.• Prepare traffic signal plans.• Prepare traffic impact analysis.• Collect and analyze traffic data.• Participate in meetings with the community, City, County, and Caltrans staff associated with various development and improvement projects.• Provide drafting and computer aided drafting support.• Provide data collection and complete the required documentation for the Highway Performance Monitoring System (HPMS).• Provide other traffic related consultant services as directed by the City.Plan CheckingA. Consultant shall provide plan checking services for grading/drainage/erosion control plans, public improvement plans, hydrology/drainage reports, and subdivision maps. Plan checking shall follow a set schedule of turnaround timeframes as established by the City. It is expected that plan checks should not exceed three (3) total reviews. Expedited reviews is not the norm, but is anticipated for affordable housing projects and other projects deemed as priorities by the City.B. Plan checks shall be performed to ensure compliance with all applicable Federal, State, and City codes, standards, and regulations.C. Consultant shall have a thorough knowledge of hydrology and hydraulic principles and theories. In addition, consultant will be expected to have develop a firm understanding of the Los Angeles County Hydrology and Low Impact Development manuals.D. Consultant shall be knowledgeable of the Subdivision Map Act, City's subdivision ordinance, and map checking procedures. Consultant shall review tentative maps, final maps, easement deeds, and lot line adjustments/mergers. Reviews shall include checking map boundaries, metes and bounds, and performing final monumentation field inspections prior to bond exoneration. Reviews and approvals of land divisions shall be performed by a registered Land Surveyor or registered Civil Engineer licensed to practice land surveying in the State of California.Engineering DesignA. Consultant shall provide design engineering services on an as-needed basis. Consultants will be expected to deliver completed and approved design and supporting documents on or ahead of approved schedule. Consultant shall submit a cost proposal for approval prior to starting work. Proposal shall include estimated personnel hours, rates, and schedule (with milestones).Additional Engineering ServicesThe City may from time to time have the need for other services not specifically listed in the Scope of Services for which the Consultant has the necessary experience and capabilities to provide such services including, but not limited to, real property services, environmental planning, municipal planning, inspection services (public and/or private development), and related work. The City, through its City Manager, Assistant City Manager, or City Engineer, may authorize the Consultant to perform such selected services on an as needed basis. Costs shall be negotiated separately and paid on a time and material basis.
