    1. INTRODUCTION AND SOLICITATION

    The City of Decatur, Texas (the “City”), invites qualified professional engineering firms to submit Statements of Qualifications (SOQs) to provide professional engineering services for a drainage study and drainage improvement plan at Decatur Municipal Airport.

    This solicitation is issued in accordance with the Texas Professional Services Procurement Act, Chapter 2254 of the Texas Government Code. Selection will be made on the basis of demonstrated competence and qualifications. Fees will be negotiated with the selected firm as permitted by law.

    Scope of Services:
    The selected firm shall prepare a comprehensive drainage study and drainage improvement plan for Decatur Municipal Airport, including analysis, recommendations, exhibits, and supporting documentation suitable for planning and implementation. Analysis should include effect of drainage on surrounding areas.

    1. STATEMENT OF QUALIFICATIONS (SOQ) REQUIREMENTS

    Responding firms shall submit a Statement of Qualifications not to exceed eight (8) single-sided pages on 8.5 x 11-inch paper.

    1. Format Requirements
      Firms are granted latitude in formatting their SOQ for clarity and effectiveness. Graphics and tables are permitted. A font size smaller than 10-point is not recommended.
    2. Required Content
      Each SOQ shall include, at a minimum:
    • Firm name, address, email address, and telephone number
    • Identification of the firm’s primary contact
    • Identification of key personnel and proposed roles
    • Description of the firm’s project understanding and technical approach
    • Relevant experience of the firm and proposed project team
    1. Experience Requirements
      Firms shall provide no more than ten (10) relevant projects completed within the past ten (10) years. For each project, include:
    • Project name and location
    • Client contact name and phone number
    • Brief description of services provided
    • Role of the firm (prime or subconsultant)
    • Original schedule versus actual completion

    A Licensed Professional Engineer registered in the State of Texas shall prepare, sign, and seal all engineering deliverables.

    1. PROPOSED PROJECT SCHEDULE

    Responding firms shall provide a proposed project schedule expressed in weeks.

    Phase 1: Preliminary Drainage Study

    • Project initiation meeting
    • Review of available survey and geotechnical data
    • Preparation of draft drainage study

    Phase 2: Final Drainage Study

    • Incorporation of City review comments
    • Development of drainage improvement recommendations
    • Preparation of construction cost estimates
    • Submission of final drainage study and drainage improvement plan
    1. EVALUATION AND SELECTION CRITERIA

    Statements of Qualifications will be evaluated by the City based on the following criteria:

    1. Qualifications, experience, and capability of the firm and key personnel (25 points)
    2. Relevant experience with comparable airport drainage and engineering projects (25 points)
    3. Project understanding, technical approach, and proposed schedule (25 points)
    4. Demonstrated ability to meet schedules and provide timely, high-quality work (25 points)

    The City reserves the right to request interviews with the highest-ranked firms if deemed necessary.
