Researcher(s) will serve as a collaborative partner with IMPD. Researcher will analyze non-fatal shootings (by victim) on a monthly basis and will evaluate the non-fatal shooting advocate program through quantitative and qualitative methods. Researchers will meet monthly with IMPD to review the program and attend quarterly non-fatal shooting advocate events.

The selected evaluator will conduct a comprehensive, mixed‑methods evaluation of the NFS Advocate Program to assess program effectiveness, identify service gaps, and support continuous improvement. This evaluation will provide evidence‑based insights to strengthen service delivery and enhance the program’s impact on reducing community violence in Indianapolis.
The evaluator must possess a minimum of 3–7 years of peer‑reviewed research or evaluation experience, demonstrating the capability to design, implement, and interpret complex mixed‑methods studies. Experience working with criminal justice, community violence prevention, victim services, or similar programmatic environments is strongly preferred.
The firm will utilize a combination of quantitative and qualitative methods to ensure a robust and holistic assessment of program effectiveness. Required tasks include:
• Collecting, managing, and analyzing program data related to service provision and nonfatal shooting trends.
• Conducting key informant interviews with program participants, sworn personnel, and program staff to gather qualitative insights.
• Identifying operational gaps, access barriers, and factors that influence program outcomes.
• Synthesizing findings to inform evidence‑based recommendations for program improvement.
The evaluator will participate in monthly meetings with program leadership and stakeholders to:
• Review emerging program data and trends.
• Assess contributors to community violence.
• Collaborate on the development and implementation of evidence‑based strategies to address identified challenges.
The evaluator will also attend quarterly NFS community events to share updates on nonfatal shootings, available victim services, and program outcomes.
The evaluator will provide the following deliverables:
• Annual Program Report due last quarter of each year of the grant.
• Comprehensive Final Report – due at the grant completion.
• Monthly NFS program reports covering project start through the grant completion.
• Participation in stakeholder research and data meetings, with ad‑hoc data summaries or presentations as requested
The scope of work must be carried out on IMPD’s timeline and must be completed no later than the funding expiration date of September 30, 2027. (End of the closeout period.) There is a possibility of an extension, but there are no guarantees. If there is an extension, it would only allow for work to be completed through 9/30/2028.

It is the policy of the City that Minority Business Enterprises (MBEs), Women Business Enterprises (WBEs), Veteran Business Enterprises (VBEs), and Disability-Owned Business Enterprises (DOBEs) shall have the maximum feasible opportunity to participate in the performance of contracts. Consequently, the City, through Article IV, Section 202-401 of the revised municipal code & The Consolidated City of Indianapolis and Marion County MBE/WBE/VBE/DOBE Business Utilization Plan in Indianapolis, has established MBE participation goals of 15%, WBE participation goals of 8%, VBE participation goals of 3%, and DOBE participation goals of 1% for its dollars spent on public works, goods, and services.
In order to help accomplish this goal, the City is requesting that you include with your submittal information regarding your status as an MBE, WBE, VBE, or DOBE. Additionally, please include contact information for any MBE, WBE, VBE, or DOBE owned Vendors directly participating in your business operations. The City also requests contact information for any MBE, WBE, VBE, or DOBE sub-contractors that you might use in the course of doing business with the City. Some examples of this kind of service include, but are not limited to: office suppliers, courier services, shipping services, etc. These services can occur at the local, state, or national level. Please include an estimated percentage or dollar amount that you anticipate using.
Be advised that the information provided on MBE/WBE/VBE/DOBE participation will be included as part of the scoring criteria for this RFQUAL. Accordingly, it is imperative that you do everything possible to obtain the information above and supply it as part of the submittal.
In order to be recognized by the City of Indianapolis/Marion County as an MBE/WBE/VBE/DOBE participant, your company must be certified with the Office of Minority &Women Business Development (OMWBD). The City will recognize only City of Indianapolis certified firms regardless of any other state or national affiliation.
