Therefore, the awarded Contractor and its subcontractors of all tiers shall agree to be party to and bound by the CWA by signing a Letter of Assent (a form attached to the CWA as Attachment A). For the purposes of bid evaluations and fairness to all bidders, the City will evaluate the Total Base Bid Proposal. The lowest responsive responsible Base Bid bidder will be selected. Work under the Alternative Bid (if any) may be authorized, if it is determined at the sole discretion of the City, that work under the Alternative Bid is within the City's available budget. All bidders shall further understand that the City reserves the right to reject all bids. All Bids shall be in accordance with the "Invitation to Bidders" and "Instructions to Bidders".
