    Description

    The Sacramento Metropolitan Fire District (hereinafter referred to as “Metro Fire” or “District”) is soliciting written bids from qualified contractors holding a current and valid California Contractors State Licensing Board (CSLB) C-39 Roofing Contractor license (Contractor or Bidder) to complete up to four complete reroof projects (Project). Contractor shall perform the Project in accordance with Federal, State, and local laws and regulations, in addition to adhering to all applicable Division of Occupational Safety and Health (DOSH/Cal-OSHA) guidelines.

     

    This is a public works project and is subject to compliance monitoring and enforcement by the California Department of Industrial Relations (DIR). To be eligible to submit a bid, the Bidder must be registered with the DIR as a Public Works Contractor (PWC) prior to the Bid Submission Deadline. All required contractors’ licenses and Contractor and subcontractor PWC registration statuses shall remain current and valid through the duration of the Project.

    Background

    Metro Fire is an independent special district formed in 2000 through a Local Agency Formation Commission (LAFCO)-approved consolidation of 16 local fire agencies. Governed by a nine-member Board of Directors (Board), the District is the largest fire and Emergency Medical Services (EMS) agency in Sacramento County and one of the largest fire districts in the State of California. Metro Fire serves a population of more than 738,000 residents within its 359-square-mile jurisdiction, which includes the cities of Citrus Heights and Rancho Cordova, unincorporated areas of Sacramento County, and a small portion of Placer County.

     

    As an all-risk public safety agency, Metro Fire provides fire suppression, emergency medical response and transport, hazardous materials response, technical rescue, fire prevention, building safety regulation and inspection, and arson investigation services. The District currently employs more than 750 personnel across operational, administrative, and support functions.

     

    In order to address the backlog of the District’s unfunded capital needs which continued to grow each year, the District successfully passed a $415 million general obligation bond measure in November 2024 (Measure O). Measure O bond proceeds will be used, in part, to fund necessary facility improvement projects.

     

    The District’s first bond issuance, issued in July 2025, includes funding for three fire station roof replacement projects located at Metro Fire Stations 65, 106, and 109. Funding for the District’s Headquarters roof replacement is not eligible for Measure O funding.
