MTA Long Island Rail Road (LIRR) is requesting information from potential firms to identify manufacturers and suppliers who may be interested in engaging in discussions to support LIRR’s requirements for Signal Cables as per LIRR specifications and drawings until 2:30PM, March 12, 2026. SCOPE The LIRR is seeking a Request For Expression of Interest from qualified manufacturers and suppliers to provide information to the LIRR on their capability to supply the signal cables in accordance to LIRR specifications and drawings. The Rail Road intends to review all comments, recommendations, and information received in response to this RFEI. Along with the Request For Information, LIRR is interested in recommendations for alternate approaches, while still providing the desired function with benefits of safety, cost savings, reliability on materials, installation time, and equipment compatibility. LIRR does not intend to award a contract based on this RFEI, nor does it intend to compensate participants for the information provided. Responses will be considered purely informational and shall not be regarded as bids or proposals. LIRR, in its sole discretion and without incurring liability, reserves the right to modify, supplement, or withdraw this RFEI at any time without explanation; to modify or waive any requirements contained herein; or to decide not to proceed with any future procurement. Submission of response to this RFEI shall not constitute a guarantee of participation in, or award of, any future solicitation. For planning purposes, upon receipt and review of Expressions of Interest, LIRR may contact qualified respondents to schedule discussions. Information obtained through these discussions may be used by LIRR. Such discussions will assist LIRR in identifying future opportunities for procurement and/or ideas that may be used for developing future LIRR requirements that may become the basis for a future solicitation package. All interested parties are invited to obtain a copy of the complete RFEI by contacting Daphne Pierre-Louis, Director of Maintenance of Way Operations – Procurement, via email at dplouis@lirr.org INFORMATION SUBMITTAL Interested Firms should submit an Information Letter that includes the following: Letter of Introduction stating the name of the company and all contact information Description and brief history of Company (Include whether a small or large business, disadvantaged minority business, partnership, corporation, joint venture, etc.) Current organization chart; Years in business Experience in this type of work Typical duration of fabrication References Your response to the RFEI will not be evaluated or ranked but will be used by the LIRR to possibly refine and improve specifications and designs at our sole discretion. SUBMISSION PACKAGE Interested Firms should submit their Response with the header RFEI# 2.9.26 – Signal Cables no later than March 12, 2026 to Daphne Pierre-Louis at dplouis@lirr.org, or via mail, addressed to Long Island Rail Road - Procurement & Logistics Department, JCC Building: 144-41 94th Avenue, 3rd Floor, Jamaica, NY 11435. Attn: Daphne Pierre-Louis, Director of MOW Operations – Procurement & Logistics. Faxed submissions are not acceptable. The No Interest Response Form – Attachment I, should be completed and returned, indicating all reasons for not responding to this RFEI. This solicitation is for gathering information only and will not be used as the basis for the award of any contract. The LIRR will not pay for the costs of responding to this solicitation, makes no promise or guaranty that any responder will be awarded a contract in the future, and reserves the right not to issue a contract for the interest described herein. Technical suggestions will be used as information only and shall not be used as a proposal. Interested parties understand that they will not be entitled to any compensation for information or ideas which are included in the Information Letter submitted in response to the RFEI, including if LIRR incorporates such information or ideas in its design. The fact that information or ideas of any responder are included in the design should not be construed as providing any responder with an unfair competitive advantage and will not entitle a responder to any greater consideration of any future solicitation process. LIRR, in its sole discretion, reserves the right, without liability, to modify and/or withdraw this RFEI at any time without explanation, and/or to modify or waive any requirements contained in the RFEI, and/or to determine not to proceed with a contract award based on this RFEI. Submission of a response to this RFEI in no way guarantees the award of a contract in any subsequent actual Invitation for Bids/Request for Proposals. Failure to respond will not preclude participation in any subsequent actual Invitation for Bids/Request for Proposals. Prospective firms will be required to comply with all applicable Equal Employment Opportunity laws and regulations. Also, interested firms may need to comply with the Buy America requirements of 49 U.S.C. 5323(j)(1), and the applicable regulations of 49 C.F.R. part 661, as federal funds may be used if this RFEI becomes an actual Invitation for Bids/Request for Proposals. Note: The results of this RFEI will be used by LIRR to evaluate potential future procurement. Therefore, it is strongly recommended that any firm which may wish to bid/propose on such a procurement participate in this RFEI. CONFIDENTIALITY: In the event that an Information Letter contains data that the respondent does not want to be disclosed, the respondent should specifically indicate which information is designated as proprietary, including but not limited to trade secrets. Such information will be treated as confidential, subject to court order, subpoena, governmental entity investigation, audit or any applicable laws and regulations including, but not limited to, the New York State Freedom of Information Law. LIRR reserves the right to use suggestions and ideas contained in any Letter without obligation to the respondent. The Long Island Rail Road may consider any submission not prepared in accordance with provisions therein and reserves the right to waive any and all irregularities or to reject any and all submissions.
