    Description

    Request for Expressions of Interest (RFEI) No. 535009: The MTA Long Island Rail Road (LIRR) is requesting information from potential firms regarding the lease of up to twenty-six (26) highly reliable Diesel Locomotive Hauled Passenger Coaches in good working condition and fully interoperable with LIRR diesel locomotives to support commuter needs for the 2026 summer season. To be considered qualified, parties must demonstrate previous experience leasing and/or supplying passenger rail equipment for similar commuter or intercity rail operations, as well as the capacity to meet LIRR’s anticipated schedule and operational requirements. The Rail Road intends to review all comments, recommendations, and information received in response to this RFEI. As exclusively determined by LIRR, the responses may be used to assist in developing future technical, operational, and commercial requirements that may form the basis of a subsequent formal solicitation and the final Technical Specification (TS). This RFEI is issued solely for informational and planning purposes and does not constitute a solicitation, Request for Bids, or Request for Proposals. LIRR does not intend to award a lease or contract based on this RFEI, nor does it intend to compensate participants for the information provided. Responses will be considered purely informational and shall not be regarded as bids or proposals. LIRR, in its sole discretion and without incurring liability, reserves the right to modify, supplement, or withdraw this RFEI at any time without explanation; to modify or waive any requirements contained herein; or to decide not to proceed with any future procurement. Submission of a response to this RFEI shall not constitute a guarantee of participation in, or award of, any future solicitation. Failure to respond to this RFEI shall not preclude participation in any subsequent Invitation for Bids or Request for Proposals. For planning purposes, upon receipt and review of Expressions of Interest, LIRR may contact qualified respondents to schedule discussions. Information obtained through these discussions may be used by LIRR to refine the TS and determine whether to proceed with a formal solicitation. Interested firms should submit their responses to this RFEI no later than February 12, 2026.
