The New York State Unified Court System (“UCS”), Office of Court Administration (“OCA”) seeks responses from qualified vendors with demonstrated expertise in the administration, scoring, and analysis of employment-related examinations statewide in New York. Vendors must have a robust test-delivery platform and be capable of providing secure and reliable computerized and/or paper-based test administration. The vendor must also have a platform with candidate scheduling capabilities and be able to handle all test-related communications. The UCS will determine the examinations to be administered and the schedule of examinations. The vendor will deliver the examinations at vendor’s test centers and/or vendor’s secured test venues, on weekdays and weekends at the defined locations. Background Information The UCS administers multiple-choice format written, performance and oral examinations for twenty-one (21) civil service titles. These examinations support competitive and non-competitive recruitment processes for court system titles and are comparable in scope and rigor to examinations administered by the New York State Department of Civil Service. Examination Delivery Platform Respondents should demonstrate the capacity to provide one or more of the following services: Deliver/Administer timed computer-based examinations ranging from 60 minutes to 240 minutes. Ability to present items/questions in various formats such as: Multiple-choice, fill-in the blank, perform simple computations, rearrange objects in a certain order, etc. Ability to provide robust, user-friendly text editing functionality, including customizable font sizes, and formatting options. Ability to administer video-based examinations by capturing audio responses of testing candidates. Test form assembly with attention to item difficulty, fairness, and test security. Assemble parallel test versions based on given parameters and randomize test items and answer choices. Ability to export/import items in a standard format. Ability to download both individual and group test data for psychometric analysis. Examination Administration Vendor capabilities may include: Computer-based testing (CBT) delivery, remote proctoring, and/or in-person proctored sessions. If YES, specify method of delivery available: Applicant scheduling platform with real-time scheduling capability. Applicant notification process (sending of scheduling reminders, appointment confirmations, appointment reminders).
