    The Colorado Broadband Office (CBO) has awarded funding to Low Earth Orbit (LEO) satellite subrecipients to serve Broadband Serviceable Locations (BSLs) under the Broadband Equity, Access, and Deployment (BEAD) program. Unlike terrestrial fiber or fixed wireless, LEO capacity is dynamic, shared across vast orbital cells, and subject to global network congestion. The Core Challenge: The CBO must verify that the subsidized service meets the federal "Reliable Broadband" definition—specifically, that the LEO provider can deliver the minimum required speeds (100/20 Mbps) and latency (<100ms) to all BEAD-subsidized BSLs simultaneously. Standard "speed tests" performed by single users are insufficient to verify this capacity constraint. The CBO proposes to contract with specialized Monitoring Contractor(s) to design and execute a verification regime that protects the taxpayers’ investment over the 10-year performance period.
