Payroll functionality must automate the City's complex municipal pay rules, including Police FLSA 7(k) overtime, Fire 48/72 and 48/96 shift schedules, acting/out-of-rank pay, shift differentials, federal "no tax on overtime" treatment, IMRF and Article 3/Article 4 pension reporting, and multi-state (IL/IN) withholding. The vendor shall also deliver a configurable, balanced payroll-to-General-Ledger export each pay cycle conforming to the MSI CSV Journal Upload specification (Appendix G), re-mappable to a successor ERP without custom development. Applicant tracking is optional (Phase 2); financial ERP modules are out of scope.
