    Description

    The County of Ventura (hereinafter referred to as County) invites your organization to submit a written proposal to provide custodial services for or at various locations of County of Ventura as listed in Exhibit I. Proposals shall be due no later than 3:00 p.m. on October 02, 2026, for the furnishings of Custodial Services in accordance with the attached Terms and Conditions, Instructions to Offerors which by this reference are made a part hereof.Offerors shall be skilled and regularly engaged in the general class or type of work called for in the solicitation documents.County reserves the right to award to more than one Contractor, award by location, by agency or any combination deemed to be most advantageous to County. As such, Offerors may propose service to all or a subset of the sites listed herein.Background The General Services Agency (GSA) provides custodial services and supplies to approximately fifty-seven (57) service locations across forty-four (44) County facilities comprised of approximately 700,000 square feet of office, detention, law enforcement, parks/campground facilities and government use space. During the term of this Contract, facilities, facility types and associated square footage may change and may also include medical facilities requiring stringent cleaning standards. Each facility is cleaned subject to its task frequency sheet for regular service. Additional and emergency services are also required, as needed. Detention and other high security facilities have security protocols in place which may cause access delays on every attempted entry.The Custodial Services contractor is required to provide extensive background security investigation reports twice (2) per year on all their staff members assigned to the County of Ventura. For those assigned to high security agencies, such as, District Attorney, Probation and Sheriff’s Department, specialized background security investigations are conducted by County.Pre-proposal Conference & Job Walk A mandatory pre-proposal conference will be held at 10:00 a.m. on Monday, August 24, 2026, via Zoom. The locations identified for the job walk are representative of the facilities included in this solicitation and are not intended to represent the complete list of service locations. Offerors are responsible for reviewing all exhibits, including the complete service location list, task frequency sheets and all other requirements included in this RFP when preparing their proposal.The scheduled job walks are as follows:Day 1 – Oxnard / Ventura Locations, August 25, 2026, 10:00 a.m. (start at first location) 1. County maintenance personnel will conduct the site visits and answer any technical or operational questions at each location.Site Visit Conditions & Requirements These are the only times these sites will be viewed with authorized personnel. A sign-in sheet will be administered at each site. Most of these sites are not accessible to the public. Attendees of the pre-proposal conference and job walk will be subject to security screening. All attendees must leave cell phones, cameras, and prohibited items (including pocketknives and weapons) in their vehicles. Attendees will also be required to sign and adhere to a confidentiality statement.Offeror Responsibility It is at the Offeror’s discretion whether to view any or all sites; however, Offerors are responsible for fully understanding all site conditions regardless of attendance. Failure to attend the mandatory pre-proposal conference and job walk shall result in the proposal being deemed non-responsive. Failure to inspect the site(s) shall not relieve the Contractor from responsibility for properly estimating the difficulty or cost of performing the work, nor shall it constitute grounds for additional compensation after contract award.Questions & Submittal of Inquiries The purpose of the mandatory pre-proposal conference and mandatory job walk is to clarify requirements and answer Offeror questions. Offerors are strongly encouraged to submit questions in writing prior to the conference to ensure timely and comprehensive responses.
