1.1 Introduction/PurposeThe County of Ventura (County) is soliciting proposals for Independent Audit Services from fully licensed, insured, bonded, certified contractors to furnish all labor, tools, equipment, and incidentals required to provide the services requested for the County.The County, approved by the State Legislature on March 22, 1872, effective January 1, 1873, was created out of the southeasterly portion of Santa Barbara County and covers an area of 1,843 square miles. It is bordered on the north by Kern County, the northwest by Santa Barbara County, the east by Los Angeles County, and the south and southwest by the Pacific Ocean along 42 miles of coastline. There are ten incorporated cities within its borders: Camarillo, Fillmore, Moorpark, Ojai, Oxnard, Port Hueneme, Santa Paula, Simi Valley, Thousand Oaks, and Ventura with a combined population including the unincorporated area of 829,005.It is a general law county, governed by a five-member Board of Supervisors, elected at-large for a staggered four-year term in their respective districts, and the chairmanship rotates annually. The Board of Supervisors is responsible for providing policy directions, approving the County budget, and representing the County in a number of areas including special districts. The Board appoints the County Executive Officer who generally appoints the nonelected department heads that are not otherwise appointed by law. The County’s elected department heads are the Assessor, Auditor-Controller, Clerk and Recorder, District Attorney, Sheriff, and Treasurer-Tax Collector.In accordance with state law, the County adopts an annual budget. The County’s total fiscal year 2025-2026 adopted budget is $3,229 million, excluding Internal Service Funds, of which the General Fund budget is approximately $1,502 million. County employee FTEs of 10,540 were included in the budget. In accordance with Government Code 27130-27137, the Ventura County Treasury Oversight Committee was established in 1996 to review the County’s Investment Policy, which was last approved on May 21, 2024. Over 250 government agencies participate in the pool. The Treasury Department distributes pool earnings quarterly. The pool holds the highest possible rating for municipal investment pools issued by Standard & Poor’s.The County apportions secured property tax revenue in accordance with the alternate method of distribution prescribed by §4705 of the State of California Revenue and Taxation Code (the Teeter method).The County is either self-insured, commercially insured, or a combination of both for medical malpractice; errors and omissions; theft of, damage to, and destruction of assets; and natural disasters.The County conforms to Generally Accepted Accounting Principles with respect to the basis of accounting applicable to each individual fund type, and in the budgeting process. Appropriations and encumbrances are recorded in the fund accounting records. Unencumbered and unexpended appropriations lapse at the end of each fiscal year and become available to finance the next year’s budget. Encumbered appropriations are reappropriated in next year’s budget.The County’s accounting system, Ventura County Financial Management System (VCFMS) is an integrated system of modules designed for government operations. These modules perform appropriation, expenditure, and encumbrance accounting by State Controller defined object, sub-object, and account within budget units. The system also performs accounts payable and vendor accounting, revenue accounting by source and by budget unit, and general ledger and capital asset accounting. Other computerized accounting systems utilized include Ventura County Human Resources/Payroll (VCHRP) system and the Property Tax Assessment and Collection System (PTACS).The County has received the GFOA Certificate of Achievement for Excellence in Financial Reporting for 41 consecutive years.We are requesting proposals to perform the following audit services:1) Audit the County’s Annual Comprehensive Financial Report (ACFR) in accordance with generally accepted auditing standards. 2) Audit and provide a separate report of the Schedules of Expenditures of Federal Awards (Single Audit), including all financial and compliance audit requirements of the provisions of the federal Single Audit Act of 1984 (including amendments) and applicable United States Office of Management and Budget Circular(s). 3) Audit and provide a separate report on the County’s compliance with the Treasury Oversight Commission provisions and articles of Government Code Sections 27130-27137 audit specifications. 4) Review of the County of Ventura's annual calculations of the appropriations limit for the County, Water Protection District, and Fire District, under Article XIIIB of the State Constitution, as required by Proposition 111, passed by the voters on June 5, 1990. 5) Additional Services to provide Continuing Professional Education (CPE) to the County.
