    Description

    It is the intent of these specifications, terms, and conditions to describe pump station comprehensive digital modeling and infrastructure documentation services being requested by the County.

    The County intends to award a three-year contract (with the option to renew for two years) to the Bidder selected as the most responsive and responsible Bidder whose response conforms to the RFP and meets the County’s requirements.

    Background

    The Alameda County Public Works Agency & Flood Control District (ACPW & FCD) is seeking a qualified contractor to provide comprehensive Building Information Modeling (BIM), electrical schematics, Supervisory Control and Data Acquisition (SCADA) review and documentation, legacy documentation digitization, and future expansion planning for twenty-three (23) existing stormwater lift stations of various sizes and capacities.

    This initiative supports the County’s commitment to infrastructure modernization, operational efficiency, and scalable design standards.

    • Completeness of Response (1 pts)

      Responses to this solicitation must be complete.  Responses must address all the requirements identified within this solicitation and all related documents, including any Addenda. Failure to meet the Bidder Minimum Qualifications may also be considered an incomplete response and may result in the disqualification of the Bidder.

    • Debarment and Suspension (1 pts)

      Bidders, its principal, and named subcontractors are not identified on the list of Federally debarred, suspended, or other excluded parties located at www.sam.gov/SAM.

    • Cost (100 pts)

      The points for Cost will be computed by dividing the amount of the lowest responsive and responsible bid received by each Bidder’s total proposed cost.

      Cost evaluation points may be adjusted by considering:

      1. Reasonableness (i.e., how well does the proposed pricing accurately reflect the Bidder’s effort to meet requirements and objectives?).
      2. Realism (i.e., is the proposed cost appropriate to the nature of the products and/or services to be provided?).
    • Description of Proposed Services (125 pts)

      Proposals will be evaluated considering the RFP specifications, Bidder’s response submitted in the corresponding section of Exhibit A – Bid Response Packet, and the questions below:

      1. How effectively are the services described to fulfill all requirements in the Scope of Work, including BIM modeling, as-built documentation, electrical schematics, SCADA documentation, legacy document management, and the expansion-ready framework?
      2. To what extent are the methodologies, tools, and software explained for developing BIM models, verifying field conditions, digitizing legacy documents, and delivering all required files?
      3. How comprehensively is compliance with County design policies, applicable BIM and CAD industry standards, Legacy Drawing references (Exhibit C), and SCADA system documentation requirements addressed in the proposal?
      4. How well is quality control and accuracy verification integrated into the delivery of each major service area, as described in the proposal?

      E. How thoroughly are potential challenges related to service delivery—such as incomplete legacy documentation, field verification issues, or SCADA discrepancies—identified, and how clearly are strategies to address them described?

      Technical Approach:

      Proposals will be evaluated considering the RFP specifications, Bidder’s response submitted in the corresponding section of Exhibit A – Bid Response Packet, and the questions below:

      1. How effective is Bidder’s sequencing strategy and schedule management methodology for completing the work across the twenty-three (23) lift stations within the 3-year contract term?
      2. How effectively is the technical process for developing BIM models described, including LOD standards, integration of architectural, structural, mechanical, electrical, and civil components, and compliance with County BIM & CAD Standards?
      3. How clearly is the field-verification approach explained for creating accurate as-built documentation, including how discrepancies will be identified, resolved, and validated through quality assurance/quality control procedures?
      4. How thoroughly is the method for preparing electrical wiring and schematic documentation described, including adherence to NFPA and IEEE guidelines and processes for ensuring accuracy and cross-referencing with existing records?
      5. How comprehensively is the approach for reviewing, documenting, and verifying SCADA components and configurations presented, including strategies for mitigating technical risks such as outdated or missing data?
      6. How well is the methodology for digitizing and organizing legacy documents explained, including indexing, metadata tagging, file-structure organization, and quality assurance/quality control measures to ensure format consistency and compatibility with County systems?
    • Description of Relevant Experience (100 pts)

      Proposals will be evaluated considering the RFP specifications, Bidder’s response submitted in the corresponding section of Exhibit A – Bid Response Packet, and the questions below:

      1. How effectively are municipal or public infrastructure projects completed within the past five years described, including their similarity in scope and complexity to this project?
      2. How clearly is experience with BIM modeling, SCADA documentation, electrical schematics, field verification, or legacy document digitization explained and demonstrated?

      C. How thoroughly are lessons learned from previous projects applied to mitigate risks and maintain quality for this project, as described in the proposal?
