    REQUEST FOR PROPOSALS (RFP) Bloomingdale Manufactured Home Replacement Project – Site Work Only Issued by: North Country Rural Development (NRDC) I. INTRODUCTION North Country Rural Development (NRDC) is soliciting proposals from qualified site work contractors to complete demolition and site preparation activities associated with the replacement of a substandard manufactured home. This project is funded through the New York State HOME Program and must comply with the NYS HOME Program Manual for Manufactured Housing Replacement, as well as all applicable HUD, state, and local requirements. NRDC is not acting as the general contractor for the full project. This Request for Proposals (RFP) is specifically for site work services, including demolition, foundation preparation, utility connections, grading, and related work necessary to prepare the site for installation of a new manufactured home. II. PROJECT OVERVIEW This scope of work provides a general description of the required work. Contractors are responsible for confirming all field dimensions, site conditions, and detectable defects prior to bidding. Change orders will not be issued for discovery items that are not hidden defects. All work shall be performed in a professional and best-practice manner using materials equal to or better than those specified. Contractors are responsible for coordinating with NRDC and the manufactured home installer to ensure the site is properly prepared for delivery and installation of the new home. III. DETAILED SCOPE OF WORK A. Site Plan The contractor shall prepare and submit a site plan showing the proposed location of the new manufactured home, utilities, septic system, grading plan, and drainage improvements prior to construction activities. B. Permitting The contractor is responsible for securing all necessary local and state permits related to demolition, excavation, foundation preparation, septic work, and utility connections. C. Site Evaluation The contractor shall perform a pre-construction site evaluation to identify site conditions, confirm access, determine excavation requirements, and coordinate with utility providers as necessary. IV. DEMOLITION The contractor shall perform complete demolition and removal of the existing manufactured home and any associated additions or structures. Work includes: Disconnecting utilities as required Demolition of existing home and attached structures Removal of foundation components if necessary Removal of debris and materials from the site Transportation and disposal at a licensed disposal facility The contractor must provide disposal receipts or documentation confirming proper disposal. V. FOUNDATION PREPARATION The contractor shall prepare the site to receive a new manufactured home foundation and installation system. All foundation preparation work must comply with: HUD Model Manufactured Home Installation Standards (24 CFR 3285) New York State Building Code Local code requirements Foundation preparation may include: Excavation and site leveling Installation of concrete pads or pier system Anchor hub placement for tie-down systems Compaction and stabilization of base materials Concrete pads shall be minimum 3000 PSI with pre-set anchor hubs where applicable. Proper grading and drainage must be incorporated to prevent water infiltration and frost heave. VI. SITE WORK & UTILITIES Site Preparation Contractor shall perform excavation and grading necessary for: Home placement Drainage improvements Utility trenching Backfill shall consist of clean sandy fill or approved material and be properly compacted. Utility Connections Contractor shall coordinate and install connections for: Electric service Water service Septic or sewer system Other utilities as required All work must comply with local codes and utility provider requirements. VII. STEPS, LANDINGS, AND RAMPS Contractor shall construct self-supporting entry systems including steps, landings, or ramps as required by code. All ramps and entry systems must meet ADA accessibility requirements, including: Appropriate slope Adequate landing size Proper handrails Non-slip walking surfaces No loads from these structures shall be transferred to the manufactured home. VIII. FINAL GRADING & SITE RESTORATION Following completion of installation activities, the contractor shall: Perform final grading of all disturbed areas Install a minimum of 2 inches of topsoil Seed and hay mulch disturbed areas for erosion control Install ¾-inch crushed stone around the foundation perimeter for drainage IX. FINAL APPROVAL The contractor shall coordinate with the local code enforcement official and provide documentation confirming completion of all required site work inspections. All work must meet applicable local, state, and HUD program requirements. X. PROPOSAL REQUIREMENTS Proposals must include the following: Company name and contact information Contractor license information (if applicable) Proof of insurance and workers compensation coverage Itemized cost estimate Estimated project timeline Description of similar completed projects (if available) XI.
