    Description

    The City of Bell, California, is requesting proposals from qualified vendors to provide RFP - Crossing Guard Services The City of Bell is seeking Crossing Guard Services as outlined in this RFP; a crossing guard services firm to provide services at select LA Unified School District sites designated by the City. The City of Bell invites your company to submit a proposal in accordance with this Request for Proposal (RFP). Your response to this request will be evaluated to determine the qualifications of your company. Proposals must adhere to the format and content of this RFP. Proposals will not be evaluated unless all parts requested are submitted in a complete package. The information set forth is the minimum required to qualify for consideration. The City desires to enter into an Agreement for three (3) years, with two (2) optional one-year extensions.

    Background

    The City of Bell is seeking the services of a qualified firm to provide crossing guard services at sites designated by the City of Bell in consultation with the LA Unified School District (LAUSD). The proposer shall monitor, supervise, and assure the safety of children who utilize intersections and crosswalks while moving to and from school zones. Services must be provided on all regularly scheduled school days between August 2026 and June 2029. The school year consists of 180 school days. A school district calendar and bell schedule will be provided to the selected Contractor. Proposals will be evaluated for Management of crossing guard services as outlined in the proposal evaluation criteria section outlined in the RFP.

     

    PROGRAM MANAGEMENT
    The Contractor shall provide a program manager as required, to ensure competent and efficient management of the crossing guard service. It is expressly understood and agreed that one factor of the selection of the Contractor is the Contractor’s commitment to assign specific individuals to the crossing guard program management. Any changes to this assignment shall be made only with notification to the City.

      The Proposer hereby submits its proposal and agrees to be bound by the terms and conditions of this Request for Proposal.

      1. Proposer declares and warrants that no elected or appointed official, officer or employee of the City has been or shall be compensated, directly or indirectly, in connection with this proposal or any work connected with this proposal. Should any agreement be approved in connection with this Request for Proposal, Proposer declares and warrants that no elected or appointed official, officer or employee of the City, during the term of his/her service with the City shall have any direct interest in that agreement, or obtain any present, anticipated or future material benefit arising therefrom.
      2. By submitting the response to this request, Proposer agrees, if selected to furnish services to the City in accordance with this RFP.
      3. Proposer has carefully reviewed its proposal and understands and agrees that the City is not responsible for any errors or omissions on the part of the Proposer and that the Proposer is responsible for them.
      4. It is understood and agreed that the City reserves the right to accept or reject any or all proposals and to waive any informality or irregularity in any proposal received by the City.
      5. The proposal response includes all the commentary, figures and data required by the Request for Proposal.
      6. The proposal shall be valid for 90 days from the date of submittal.

    Q (RFP - Crossing Guard Services): To confirm, currently all 12 guards are paid 4.0 hours daily?

    A: All 12 locations need to be staffed by a crossing guard for school arrival and dismissal times. (That's Approximately 4 hours per school day.)

    A: The current billing rate is $29.75 per hour.
