Victoria St Carson, CA 90747 The State of California, acting through the Board of Trustees of The California State University, hereinafter called Trustees or BOT, on behalf of California State University, Dominguez Hills, hereinafter called University, is seeking proposals from Design-Builders (Proposers) to provide pre-construction and construction services for the project referenced above (Project). This is not a traditional Collaborative Design Build Selection process in which the University will select a Design-Build Team. Instead, the University will select a general contractor based on qualifications and proposed fees, who will partner with the University's pre-selected architect of record (AOR). The delivery method for this Project is a modified form of the Trustees¿ Design-Build delivery method, called Collaborative Design-Build. This is a two-phased project delivery process: Phase 1-Design and Preconstruction Services, hereinafter referred to as Phase 1, and Phase 2-Design-Build Construction Services, hereinafter referred to as Phase 2. There will be a separate agreement for each phase. The Project consists of: New Construction of 8000 SF CMU Building for the Marvyn M. Dymally African American Political & Economic Institute (MDAAPEI), located adjacent to the northeast of the CSUDH College of Continuing & Professional Education (CCPE) and the Orthotics and Prosthetics (O&P) buildings. The new Dymally Institute includes gallery, offices, conference room, auditorium, courtyard, and various support spaces. To do so, submit the prequalification applications no less than ten business days prior to SOQ submittal due date. The Trustees shall give a small business a bid advantage of five percent up to a maximum of $50,000 to contracting firms that have been certified as a ¿Small Business¿ by the Department of General Services, Office of Small Business and DVBE Services, in accordance with Contract General Conditions (and Supplementary General Conditions) for Collaborative Design-Build Major Projects, Article 32.11, Small Business Five Percent Bid Advantage. Additionally, the Trustees require three percent Disabled Veteran Business Enterprise (DVBE) participation in all contracts, in accordance with Contract General Conditions (and Supplementary General Conditions) for Collaborative Design-Build Major Projects, Article 32.12-g, DVBE Incentive. The Trustees are granting a DVBE Bid Incentive, which is calculated as a percentage of the highest Technical Proposal Score for bid evaluation purposes only, in accordance with the Contract General Conditions for Collaborative Design-Build Major Projects, Article 32.12. When it nears time to bid trades, the selected design-builder shall contact the Trustees' DVBE Coordinator, Maria Hernandez, mehernandez@csudh.edu, 310-243-3799 Respondents shall be familiar with all the provisions in the Contract General Conditions and Supplementary General Conditions, especially the insurance requirements for the CSU Builders Risk Insurance Program (BRIP) and for the CSU Owner-Controlled Insurance Program (OCIP). This Project will be enrolled into the BRIP, and may be enrolled into the OCIP, if so, specified in the Supplementary General Conditions. Respondents may review OCIP documents online at www.calstate.edu/ConstructionInsurancePrograms. This Project is a public works project and is subject to prevailing wage rate laws (Contract General Conditions, Article 36.02). All Respondents/Proposers and all tiers of subcontractors who will work on this Project shall register to bid and work on public works projects with the Dept. of Industrial Relations (DIR), and maintain current this registration per Labor Code section 1725.5.
