    Description

    The purpose of this Request for Proposals (“RFP”) is to solicit proposals from qualified Alternative Student Transportation (AST) providers to establish a pool of qualified transportation vendors to furnish daily home-to-school and school-to-home transportation services for students with disabilities enrolled in the District (“Services”). These Services are required under the Individuals with Disabilities Education Act (“IDEA”) as related services necessary for students to access a Free Appropriate Public Education (“FAPE”) as outlined in their Individualized Education Programs (“IEPs”).

    In addition to compliance with IDEA and applicable state and federal regulations, all vendors included in the District’s AST provider pool must comply with the requirements set forth under Senate Bill 88 (SB 88), effective July 1, 2025, which mandates enhanced safety, training, and operational standards for student transportation providers in California.

    This RFP is intended to result in multiple awards and the establishment of a non-exclusive pool of qualified AST providers. The District does not guarantee a minimum volume of Services to any provider and reserves the right to assign Services among one or more providers within the pool based on student needs, provider availability, performance, and pricing. The District seeks to enter into Agreements with providers that can ensure consistent, safe, and fully compliant alternative transportation services tailored to the unique needs of eligible students.
