    The City of San Rafael hereby requests proposals from qualified consultant teams for environmental and engineering services for the Lincoln Avenue from Second Street to Paloma Avenue Safety Improvements Project. Proposals shall be submitted by consultant teams that have a capable and demonstrable background in the type of work described in this Request for Proposal (RFP). In addition, all interested firms shall have sufficient, readily available resources, in the form of trained personnel, support services, specialized Consultants and financial resources, to carry out the work without delay or shortcomings. Services include the complete design and environmental documentation of the Project including, but not limited to: CEQA and NEPA clearance, civil, electrical, traffic engineering, outreach support, and federal funding documentation assistance.
